BACKGROUND: Representatives of the City of Peoria and the United Association of Steamfitters began negotiations of a successor contract on August 23, 2018. Historically, the Steamfitters were part of the Multi-Union Agreement. After the first bargaining session on the multi-union Agreement, the Steamfitters indicated they would like to withdraw from the multi-union agreement and proceed with their own separate collective bargaining agreement. The parties reached a tentative agreement on February 22, 2019. The union only represents one (1) employee in the City.

The major provisions of the Agreement include:
* Term of the Agreement - 4 years
* December 1, 2018 - 1.25% general wage increase.
* December 1, 2019 - 1.5% general wage increase.
* December 1, 2020 - 1.75% general wage increase
* December 1, 2021 - 2.0% general wage increase.
* Negotiated new language and removed fair share language based on the Supreme Court's decision in Janus.
* Negotiated flexibility for scheduling.

FINANCIAL IMPACT: Funding for increase is allocate din current budget.

IMPACT IF APPROVED: Provides opportunity to make long-range budgetary plans regarding personnel costs and provides labor stability.

IMPACT IF DENIED: No agreement with the labor union would exist. Additional negotiations would ensue. Potential for a work stoppage to occur.
