Communication from the City Manager and the Fire Chief with a Request to APPROVE and Authorize the Execution of a One-Year CONTRACT with MUNICIPAL EMERGENCY SERVICES (MES) for Firefighter Helmets, Gloves and Self-Contained Breathing Apparatus (SCBA) Face Pieces with DINGES FIRE EQUIPMENT for Fire Gear and Hoods, to be Purchased on an as Needed Basis.

BACKGROUND: National Fire Protection Agency (NFPA) and Occupational Safety and Health Administration (OSHA) require firefighters to wear turnout gear (personal protective equipment) when entering atmospheres dangerous to life and health.
In December 2017, City Council approved a firefighting equipment wear test of two gear manufacturers (that met all of the initial specifications) to determine the best gear for the department's needs. After the wear test, it was determined that Globe CXLJ will fit the needs of the department best.
In February 2019, a bid was issued which included the Globe gear as well as fire helmets, hoods, SCBA face pieces and fire gloves. There were ten (10) bids solicited and on February 22, 2019, two (2) vendors were opened. The summary is below:
FINANCIAL IMPACT: Funds are provided in the operational budget line item #101-2221-50. 20-04.
NEIGHBORHOOD CONCERNS: N/A
IMPACT IF APPROVED: Updating specifications of firefighting turnout gear and having a contract in place for future purchases of fire gear.
IMPACT IF DENIED: Continue purchasing turnout gear utilizing current specifications. No contract in place to hold cost of turnout gear.
