Communication from the City Manager with a Request to APPROVE the Program Guidelines and Application for VIOLENCE REDUCTION PROGRAMS Funded through the AMERICAN RESCUE PLAN.

BACKGROUND: On July 19th, 2022, the Peoria City Council held a policy session and gave staff direction to request proposals to spend $700,000 of the City's allocation of American Rescue Plan dollars.
Staff is requesting Council approval of the program guidelines and application that will be used to issue the request for proposals, score the applications and craft the grant agreements.
If approved, the following schedule will be applicable going forward:
Tuesday, August 9, 2022 City Council discussion and vote.
Monday, August 15, 2022 Application Released
Friday, September 9, 2022 Applications Due by 2 PM Central Time
Saturday, September 10, 2022 CDBG Public Service Commission begins reviewing applications
Monday, September 26, 2022 All Commissioner reviews due to staff by 5 PM
Tuesday, October 11, 2022 Staff prepares average scores for each application for City Council funding decision. All proposals will be shared with Council.
As the schedule above indicates, the proposals will come back to Council for final approval on October 11th, 2022. The first year grant period will be from November 1, 2022, to December 31, 2023.
