Communication from the City Manager and Director of Public Works with a Request to APPROVE a PROFESSIONAL SERVICES AGREEMENT with ROADWAY ASSET SERVICES, LLC (RAS), in the Amount of $109,778.00 for the PAVEMENT CONDITION INDEX (PCI) UPDATE 2023 PROJECT. (All Council Districts)

BACKGROUND: The previous vendor that provided the Pavement Condition Index (PCI) measurements was selected by Tri-County Regional Planning Commission (TCRPC), outside of our purview. Accordingly, on January 11 and 12, 2023, the Public Works Department Engineering Division advertised a Request for Proposals (RFP) on the city's website and in the Peoria Journal Star for a qualified firm to collect and process PCI data.

Submittals were accepted on February 7, 2023, at 11 am with six qualified firms submitting:
a. Infrastructure Management Services (IMS)
b. Roadway Asset Services (RAS)
c. Mandli Communications
d. Engineering & Research International (ERI)
e. State Testing, LLC, Transmap Corp.
f. Applied Research Associates (ARA)

A selection committee consisting of the City Engineer Andrea Klopfenstein and the Assistant City Engineer Paola Mendez- Silvagnoli reviewed and scored the proposals.

The scoring criteria included (see attachment for greater detail):
a. Technical Approach (25%)
b. Firm Experience and Qualifications (25%)
c. Project Cost (20%)
d. Staff Capabilities (20%)
e. Other (10%)

The committee, along with input from the Transportation Program Manager (Hanson), met to discuss the results and after deliberation Roadway Asset Services (RAS) was selected to complete the project.

The 2023 PCI update will create the fourth data point for the pavement condition index. More data points help the PAVER and DOT software to predict the condition of our pavement more accurately over time and to evaluate the impacts of different budget scenarios.
