Communication from the City Manager and Director of Public Works with a Request to APPROVE an INTERGOVERNMENTAL AGREEMENT Between the City of Peoria and TAZEWELL COUNTY Regarding the TRI-COUNTY MULTI-JURISDICTIONAL GUARDRAIL IMPROVEMENT. (Council Districts 1, 3, & 5)

Body
BACKGROUND: The City of Peoria was one of several communities that participated in the Tri-County Regional Planning Commission (Tri-County) grant application through the Illinois Department of Transportation's (IDOT) regional Highway Safety Improvement Program (HSIP). Tri-County was awarded a grant of $3,000,000 and the City of Peoria's share is approximately $144,428.53 with a local match of approximately $14,442.85. Resolution 21-342 was adopted on November 9, 2021, to accept this funding. Tazewell County will be administering the grant and this agreement establishes the terms of the grant administration.

The purpose of this project is to provide an engineering evaluation to determine the guardrail condition and if they are in compliance with current standards. Plans and specifications will be created, the project will go out to bid, and construction will be completed to upgrade the guardrails. The attached Guardrail Location Map shows the proposed project locations.
