Communication from the City Manager and the Community Development Director with a Request to APPROVE a Two-Year CONTRACT with an Option for Two One-Year Extensions with C LINDSEY SEALCOATING to provide BOARD UP SERVICES.

Body
BACKGROUND: Distressed, damaged, and vacant properties are boarded up to protect against further destruction by the elements, provide security, and enhance public safety. Bids were solicited for a two-year contract with the option of two additional one-year extensions. The contract will commence on September 1, 2017 and terminate on August 30, 2019.

Knowing that standard plywood board ups can be unsightly, bidders were asked to submit an alternative bid for using a clear polycarbonate board up to improve the appearance of board ups. These bids came in significantly higher than plywood. Staff will continue to explore the use of polycarbonate and other alternatives to plywood to reduce blight in neighborhoods with boarded up properties.

The Purchasing Division issued nineteen (19) requests for bids and received three (3) bid responses. Proposals were scored by three reviewers using the following criteria:

1. Approach to Project (40 points)
2. Previous Experience (15 points)
3. Minority Business Enterprise/Women Enterprise Participation (5 points)
4. Cost (40 points)
