Body
BACKGROUND: The petitioner, Tom Wilcoxen of Latitude Signage + Design, on behalf of First Nazarene Church of Peoria, requests to install a wall sign and replace two freestanding signs at an existing church. The property currently has three freestanding signs. One of the three freestanding signs will not change.

With the existing Special Exception ordinance, the church is permitted to have one wall sign or one freestanding sign. This amendment would allow an increase in the number of signs from one to four (three freestanding signs and one wall sign). There are no prior zoning records on signs for this property.

The Planning & Zoning Commission, in case no. PZ 1361-2023, found that the request met the Findings of Fact and voted 4-0 (with one abstention) to approve the amendment to the special use with the following condition and waiver:
1. Accessible parking spaces shall have striping and signs clearly visible pursuant to City of Peoria Code Appendix A, Section 8.1.5.E.
2. Waiver to allow three freestanding signs and one wall sign for a special use in a residential district.

See the attached Staff report to the Planning & Zoning Commission and meeting minutes for detailed information.
