Communication from the City Manager and Director of Public Works with a Request to APPROVE the LOW BID of OBERLANDER ELECTRIC CO., in the Amount of $244,000.00, and Award a CONTRACT for the NEBRASKA AVE. LIGHTING - KNOXVILLE TO WISCONSIN, with an Additional Authorization of $14,400.00 (10%) for Contingencies, for a Total Contract Award of $258,400.00. (Council District 3)

BACKGROUND: Nebraska Avenue is an important east-west corridor through the city. The portion of the roadway from Knoxville to Wisconsin runs through the East Bluff and provides vehicle and pedestrian access to the neighborhood.
In 2021, deteriorated sidewalks in the corridor were replaced, but there was not enough funding at the time for the streetlights. The 2022 approved budget has $510,000 in COVID Funds intended for the additional improvements to the corridor.
The proposed improvements include adding streetlights to the north side of the roadway.
Bids for the Nebraska Ave. Lighting - Knoxville To Wisconsin were advertised in the Peoria Journal Star and on the City’s website. Bids were opened on November 10, 2022, with two (2) bids received, as follows:

Engineer’s Estimate: $408,048.00
Staff recommends increasing the low bidder’s contract to $258,400.00 to accommodate a 10% contingency.
The Good Faith Efforts documentation submitted by Oberlander Electric was reviewed and approved. Oberlander will be self-performing the work. We have no records in our system (within the last 5 years) of Oberlander’s work force participation on a City project. We have used them successfully in the past as a subcontractor.
Engineering for the Nebraska Ave. Lighting - Knoxville To Wisconsin was completed by Crawford, Murphy, & Tilly.
FINANCIAL IMPACT: Funding is available through the 2022 Community Investment Plan for Street Lighting New - Nebraska Avenue from Knoxville Avenue to Wisconsin Avenue, Project T2202.
NEIGHBORHOOD CONCERNS: Additional street lighting improves the neighborhood safety and aesthetics.
IMPACT IF APPROVED: Staff can proceed with issuing construction Contracts for the lighting work.
IMPACT IF DENIED: The contract will not be awarded.
ALTERNATIVES: As directed.
