Communication from the City Manager and Community Development Director with a Request to Concur with the Recommendation from the Planning & Zoning Commission and Staff to ADOPT an ORDINANCE Amending the OFFICIAL ZONING MAP of the City of Peoria to Rezone Property from a Class R-3 (Single Family) District to a Class CN (Neighborhood Commercial) District upon Annexation for the Properties Located at 2713 WEST SECOND STREET (Parcel Identification No. 09-31-129-002) & 2721 WEST SECOND ST (Parcel Identification No. 09-31-129-001), Peoria, Illinois. (Council District 5)

Body

BACKGROUND:  The City of Peoria approved an annexation agreement for the subject property on August 26, 2014 (See item numbers 14-347 & 14-348).  The agreement noted the zoning classification to be installed upon annexation was C1 (General Commercial) District.  The applicant has requested the property be rezoned to a Class CN (Neighborhood Commercial) District as the district bulk standards would be more suitable for the current site configuration.

 

The Planning & Zoning Commission found that the request met the Findings of Fact and voted 5 to 0 TO APPROVE, 1 ABSTENTION.

FINANCIAL IMPACT:  N/A

 

NEIGHBORHOOD CONCERNS:  A petition was received with 64 signatures from neighbors in the surrounding neighborhoods requesting sidewalk installation at the intersection of Alta Ln and Second St/Atlantic St to connect the Rock Island Trail to Wilder Waite Grade School to the southwest of the subject site.  This request for sidewalk infrastructure does not affect the rezoning question before the Council but the surrounding neighborhood residents are requesting investigation of the issue and a response with possible solutions.  One email from a surrounding neighbor was received rejecting sidewalk installation.

 

IMPACT IF APPROVED:  Property will be rezoned upon annexation to CN (Neighborhood Commercial) District.

 

IMPACT IF DENIED:  Property will be rezoned upon annexation to C1 (General Commercial) District as described in the approved annexation agreement.
