BACKGROUND: The Public Works Department proposes to utilize a brine-making machine for many aspects of ice and snow maintenance, by making brine and pretreating streets and hills prior to the beginning of a snow event.  This equipment will be used from late fall through early spring.
 
Currently, Public Works is treating pavement with salt and calcium chloride during snow events. This system will give us the capability to pretreat pavement in advance of the snow event, allowing a better response to snow removal once the snow begins.  Salt brine has proven effective as an anti-ice treatment because it slows the formation of ice on streets and works against the bonding that traditionally takes place when snow and ice form together on pavement. Pre-made brine is 28 to 32 cents per gallon. With the brine maker, the cost of processing and making brine is 4 to 8 cents per gallon.  The goal is to save costs by processing the brine internally, and marketing it to other local communities will help offset the cost of the equipment.

FINANCIAL IMPACT:  $119,563 to be paid from Project CB1319 account number 401-8401-551.54-99; marketing the product with a reasonable markup to other communities will help offset the cost of the purchase. Could result in a significant reduction in salt use.
