ACTION REQUESTED: 

Title

Communication from the City Manager, Chief of Police and Finance Director/Comptroller with a Request for the Following:

 

A.                     ADOPT an ORDINANCE Amending the City of Peoria 2016/2017 BIENNIAL BUDGET Relating to the Receipt of a Donation from ADVANCED MEDICAL TRANSPORT, in the Amount of $50,000.00, for the PURCHASE of a RESIDENTIAL OFFICER HOUSE in the Center Bluff Neighborhood and the Transfer from the General Fund to the Capital Fund, in the Amount of $95,000.00.

 

B.                     APPROVE the PURCHASE of the House Located at 220 W. REPUBLIC STREET for the RESIDENT OFFICER PROGRAM, at a Cost of $58,000.00 Plus Final Closing Costs and Fees (Council District 2).

BACKGROUND:  The Resident Officer Program began in 2013 with the Council approval for the funding of three (3) Resident Officers in the Police Department budget.  Three Resident Officers currently are assigned to city-owned residences at 520 W. Armstrong, 1839 N. Wisconsin and 1916 W Kettelle. The approval of the purchase of this property would add a fourth Resident Officer in the Center Bluff Neighborhood.       

 

FINANCIAL IMPACT:  The City Manager received an offer from Advanced Medical Transport to donate $50,000 towards the purchase of a Resident Officer house in the Center Bluff neighborhood.  The additional $8,000 plus estimated closing costs and fees of $2,000 (101-2110-561.39-99) and $85,000 for the updating of the residence (101-2120-561.10-10) will be transferred from General Fund to the Capital Fund.

 

NEIGHBORHOOD CONCERNS:  The Resident Officer Program has been very well received in the neighborhoods where currently operating. 

                     

IMPACT IF APPROVED: Reduce crime and enhance quality of life by working with residents in the neighborhood.

 

IMPACT IF DENIED:  Police Department staff will continue to seek suitable housing for the Center Bluff Resident Officer deployment but the project may be delayed as a result.

 

ALTERNATIVES: Identify alternative suitable residential properties.
