Communication from the City Manager and Director of Public Works with a Request to Accept the LOW BID of HOROWITZ CONCRETE COMPANY in the Amount of $180,237.40 and AWARD a CONTRACT for the SIDEWALKS IN NEED OF REPAIR 2017 & HARRISON IMPACT ZONE SIDEWALKS 2017 (COMBINED PROJECTS), with an Additional Authorization of $79,762.60, for a Total Contract Award of $260,000.00.  (Council District 1)

BACKGROUND:  The City of Peoria annually improves a consolidated area within the Harrison Impact Zone boundary, as well as a consolidated area for Sidewalks In Need of Repair. Due to the close proximity of the two areas this year staff prepared a single bid package that included both projects in an effort to gain efficiency and lower pricing.

 

The Sidewalk In Need of Repair project will be utilized to install sidewalks on Arlington Avenue from Idaho Street to Laramie Street, Starr St from Laramie to Idaho, and Folkers Avenue from Garden Street to Malone Avenue. Folkers Avenue will have a full sidewalk network from its northern terminus at Garden Street to its southern terminus, Krause Avenue. District 150 discontinued bus services for students to Trewyn School, so having a walkable sidewalk network will provide safe walking routes to Trewyn School.

 

The Harrison Impact Zone sidewalk project will be utilized to install sidewalk on the east side of Folkers Ave from Hayes Street to Arlington Avenue and on Idaho Street from Arlington Avenue to Grinnell Street. This is a continuation of the effort to improve and install sidewalks within a three block radius of Harrison Learning Center of the Harrison Impact Zone.

 

The Sidewalk In Need of Repair 2017 and Harrison Impact Zone 2017 combined project was advertised, and bids were opened on May 11, 2017 with three bids received as follows:

Engineer’s base estimate:   $260,000.00

 

Staff recommends authorizing this Construction Contract being increased above the bid amount to $260,000.00 to take advantage of a competitive bid market and continue addressing remaining sidewalk work tin the area.

 

The Good Faith Efforts documentation submitted by Horowitz Concrete has been reviewed and approved by the Equal Opportunity Manager.  Horowitz Concrete’s workforce is anticipated for this work to be comprised for the majority of the time with 4 workers with 1 of the 4 being a minority.

 

Engineering for the Sidewalk In Need of Repair and Harrison Impact Zone has been completed by Public Works Staff.

 

FINANCIAL IMPACT:  The total budget for this reconstruction project will be utilized as follows:

NEIGHBORHOOD CONCERNS:  Peoria Public Schools and PCCEO representatives have worked with City staff to improve the areas near Harrison Learning Center and Trewyn School.  Residents and community partners have been stakeholders interested in these improvements.

                     

IMPACT IF APPROVED:  Sidewalk upgrades can be applied to areas that are eligible for these programs. 

 

IMPACT IF DENIED:  The two programs for Harrison Impact Zone and Sidewalks In Need of repair will be delayed in the 2017 season.

 

ALTERNATIVES:   As Council Directs.
