Communication from the City Manager and Chief of Police with a Request to APPROVE a (5) Five-Year AGREEMENT with AXON ENTERPRISES INC. for the Purchase of the OFFICER SAFETY PLAN 7+ (OSP 7+) and FLEET 3 ADVANCED BUNDLE to Include Purchase of 210 Body-Worn Cameras, 210 Tasers, 86 In-Car Cameras, Hardware, Installation, Training, Software and Associated Subscription Costs, in the Amount of $3,398,734.00.

 

Body

BACKGROUND:   In September 2022 the City of Peoria was notified of its eligibility to receive Anti-Violence Funding from DCEO for the purchase of Body-Worn Cameras ($750,000.00), In-Car Cameras ($500,000.00) and Automated License Plate Recognition (ALPR) hardware ($375,000.00) for the Police Department. The Police Department’s current VIEVU Body-Worn Camera System will be reaching end-of-life in 2023, and the on-premises storage server is reaching maximum capacity. The Police Department’s L3/Safefleet In-Car Video System is also end of life, and no suitable replacement hardware exists from that manufacturer. The City of Peoria also has $150,000.00 budgeted in a 2022 CIP Account for the purchase of upgraded Tasers to replace the aging models currently in use.

 

In February of 2022, the Police Department migrated its Interview Room Video System to Axon, as well as the storage of most of its digital photo and video evidence. This purchase also included the user licenses necessary for Axon Body-Worn Cameras. Beginning in September 2022, the Police Department began trialing Axon Body-Worn Cameras and an Axon In-Car Camera to evaluate their performance and usage in operations. The trial period is scheduled to continue into November 2022. Nearly 30% of Police Department Officers have been given the opportunity utilize the Axon Hardware for a full shift week currently. Following each Officer’s trial period they will have received a survey to provide feedback on the performance of the Axon hardware. Several submissions already received overwhelmingly show that the Axon hardware has significantly longer battery life, decreased failure rate, additional features beneficial to the performance of the Officer’s duties and is significantly more efficient and easier to use when compared to existing Vievu and L3/Safefleet hardware.

 

Axon has provided the attached contract under Sourcewell Purchasing Cooperative 010720-AXN at the request of the Police Department. Under the OSP 7+ Package, the Police Department would receive Body-Worn Cameras, Docking Stations, Tasers, Holsters, Mounts, Cartridges and other Training Hardware. In addition, the OSP 7+ includes several software modules such as Respond - allowing for GPS positioning of Officer’s via their Body-Worn Camera or In-Car Unit, Axon Performance - which would allow for structured Body-Worn Camera video review by supervisors, Axon Standards - a case management platform for the Police Department’s Professional Standards Division, Redaction Assistant - which would significantly reduce the amount of time spent by the Records Division processing FOIA requests, and Axon Records - which could unify all of the Police Department’s digital and video records under one solution should the Police Department decide to utilize Axon Records as its future RMS platform (data migration from ADSi is not included). In addition, the OSP 7+ package includes unlimited Body-Worn Camera Video storage as well as the data migration necessary to import Vievu Body-Worn Camera Video into Axon’s Evidence.com. The OSP 7+ also includes Signal Sidearm Weapon sensors, which will automatically activate an Officer’s Body-Worn Camera if the Officer’s weapon is drawn or removed from its holster. Purchasing the Body-Worn Camera System and Tasers under the OSP 7+ package comes at a significant discount of nearly $1,393,497.34 in Bundle and negotiated savings. The Taser CIP Account and the City of Peoria’s portion DCEO Funding (once approved) would be utilized to cover the initial first year’s cost of the OSP 7+ package.

 

In addition, the attached contract reflects the Fleet 3 Advance package. The Fleet 3 Advance package would outfit Patrol, Traffic and Special Investigations vehicles with Axon In-Car cameras. This package includes a Cradlepoint Router, which would be used to replace the aging Sierra Wireless modems in the Police Department’s vehicles. The Fleet 3 Advanced also includes ALPR technology built into the In-Car camera - effectively putting 86 mobile ALPR cameras on Peoria streets. The ALPR technology in the Axon cameras will integrate not only with Axon’s Evidence.com, but also with existing Flock Safety ALPR cameras. This technology provides officers with an audible and visual alert on the In-Car Computer when an ALPR “hit” is received - making the officers more efficient in responding to crime and reducing officer safety risks associated with manually entering license plate data into the In-Car Computer. The Fleet 3 Advance package also includes unlimited storage for In-Car Video. The City of Peoria’s portion of DCEO In-Car Video Funding as well as DCEO ALPR Funding (once approved) would be utilized to cover the initial first year’s cost of the Fleet 3 Advanced package.

 

FINANCIAL IMPACT:  The City of Peoria would spend $150,000.00 of CIP funding and utilize DCEO Grant Funding to cover the initial years costs of this contract. The remaining years cost would be budgeted into the Biannual Budget.

 

NEIGHBORHOOD CONCERNS:  There are no neighborhood concerns identified at this time

                     

IMPACT IF APPROVED:  The City of Peoria Police Department would receive a technology upgrade to its major video evidence systems which are reaching end of life, and valuable tools and features which would allow for its Officers to respond more efficiently and effectively to crime within the City of Peoria. In addition, the Police Department would be able to integrate several of its software solutions under one platform, reducing the amount of manpower spent of entering and retrieving data from multiple systems.

 

IMPACT IF DENIED:  The City of Peoria Police Department would be forced to continue to rely on failing and end of life video evidence systems. In addition, Officers would be utilizing 3 different video evidence solutions, reducing efficiency and depriving them of advanced tools to combat crime in the City of Peoria.
