BACKGROUND: 

On March 13, 2018, the City Council approved an allocation of $400,000 in HOME funds to Habitat for Humanity for the construction of four (4) new single-family homes as outlined in the 2017 HUD Annual Action Plan.

 

One of the approved addresses was 1026 NE Madison. Due to unforeseen complications related to the sewer and electrical lines on this lot, Habitat for Humanity is requesting to move the proposed build to 1017 NE Madison.

 

The attached explains in detail the issues discovered on the lot on which a sewer line in need of repair is located under a 2-foot by 2-foot concrete encasement around electrical lines. The estimate to move this encasement and repair the sewer lines is over $30,000. This is cost prohibitive to this affordable housing project.

 

Therefore, Habitat for Humanity is requesting to move the proposed build at 1026 NE Madison to 1017 NE Madison. Habitat for Humanity is the owner of the vacant lot at 1017 NE Madison and would use the same approved design at the new location.

 

Upon City Council approval of the change, staff will initiate the historic review process for the new build at the amended site with all the consulting parties from the previous review of this project.

 

FINANCIAL IMPACT:  The $400,000 in HOME previously awarded to Habitat for Humanity would remain the same.

 

NEIGHBORHOOD CONCERNS:  As a component of the historic review process, consulting parties including the neighborhood association and other interested parties will be included in the discussion.

                     

IMPACT IF APPROVED: Habitat for Humanity will proceed with the construction of single family home at 1017 NE Madison.

 

IMPACT IF DENIED: Habitat for Humanity will not proceed with the construction of the home
