Communication from the City Manager and Chief of Police with a Request for the Following:
A. APPROVE and AUTHORIZE the City Manager to Execute an INTERGOVERNMENTAL AGREEMENT between the City of Peoria and the ILLINOIS SECRETARY OF STATE POLICE (ISSP), Under the Greater Peoria Auto Crimes Taskforce (GPACT) Grant, in the Amount of $2,150,700.00; and,
B. APPROVE and AUTHORIZE City Manager to Execute an INTERGOVERNMENTAL AGREEMENT between the City of Peoria and the COUNTY OF PEORIA (includes Peoria County Sheriff’s Office and State’s Attorney’s Office) under the Greater Peoria Auto Crimes Taskforce (GPACT) Grant, in the Amount of $2,150,700.00.

BACKGROUND: In March 2023, the City of Peoria received notification of awarded funding and creation of the Greater Peoria Auto Crimes Taskforce (GPACT) in the amount of $2,150,700.00. This taskforce creates a collaboration with the Illinois Secretary of State (ILSOS) Police, who will provide project supervision/jurisdictional oversight. The city of Peoria will work closely with ILSOS to direct the day-to-day operations of the taskforce. GPACT will provide a multi-jurisdictional investigative and prosecutorial task force consisting of sworn supervisors and a sworn investigator staff member from the Secretary of State Police who will indemnify and provide Statewide jurisdiction to members of the Peoria County Sheriff’s Office and the Peoria City Police Department. These investigators will be tasked with conducting comprehensive criminal investigations that are self-generated, public complaints and referrals from law enforcement, government agencies, industry organizations throughout the area involving traditional auto theft, chop shops, carjackings, synthetic identify fraud, fraudulent vehicle documents, rogue towing agencies, and insurance fraud. The application must show how the monies will be spent by each unit and how the finances will be tracked and reported to the Federal Government. An Intergovernmental Agreement between the City and County of Peoria
and the City and Secretary of State’s office must be completed and submitted. The Peoria Police Department on behalf of the City of Peoria and the County of Peoria completed the application. These funds will provide salaries for 2 Peoria Police Officers, an auditor, and an administrative assistant. The allotted amount will be shared by the City and County of Peoria. The GPACT funding will provide the City of Peoria $1,647,700.00 and the County of Peoria $356,000.00 and the State’s Attorney’s office $147,000.00. There is no matching of funds required for this award. For your convenience, a copy of the approved 4-year budget is attached, and a breakdown is below:

FINANCIAL IMPACT: The disparate jurisdictions of the City and County of Peoria will receive $2,150,700.00 for the auto crimes task force, including improvement, updating and purchasing of necessary law enforcement equipment, personnel costs and travel. The use of grant funds for these initiatives frees up limited local dollars for other uses.
NEIGHBORHOOD CONCERNS: There are no neighborhood concerns identified at this time
IMPACT IF APPROVED: The City and County of Peoria will receive $2,150,700.00 in state funds to create an auto crimes task force, as well as to replace critical criminal justice equipment throughout the Peoria jurisdiction
IMPACT IF DENIED: If denied, the City and County of Peoria will lose $2,150,700.00 of law enforcement entitlement monies from the Illinois Secretary of State Auto Crimes Taskforce Commission. Such a loss may result in the denial and/or decrease of entitlement funds in future fiscal years. Further, if denied the City of Peoria Police Department will lose out on a critical taskforce for community safety.
