Communication from the City Manager, Director of Public Works and Finance Director/Comptroller with a Request to Approve the Following:
A. An ORDINANCE AMENDING the City of Peoria 2016/2017 BIENNIAL BUDGET Relating to the ISSUANCE of GENERAL OBLIGATION BONDS, in the Amount of $2,150,000.00, for the Construction of a COMBINED SEWER OVERFLOW (CSO) PILOT PROJECT on ADAMS STREET Between PECAN STREET and PERSIMMON STREET.
B. Accept the Proposal of ILLINOIS CIVIL CONTRACTORS, INC. and Award the CONSTRUCTION CONTRACT, in the Maximum Guaranteed Price Amount of $1,500,000.00, with a 10% Contingency of $150,000.00, for the COMBINED SEWER OVERFLOW PILOT PROJECT (ADAMS STREET from PERSIMMON STREET to PECAN STREET). BACKGROUND: On April, 29, 2016, Public Works advertised a Request for Proposals for interested contractors to provide Construction Services for the Combined Sewer Overflow (CSO) Pilot Project on Adams Street between Pecan Street and Persimmon Street. A location map is attached.
This project is intended to incorporate Green Infrastructure as proof of concept for stormwater management and to implement a Complete Streets philosophy. This project is required by the United States Environmental Protection Agency (USEPA) as part of the ongoing CSO negotiations.
The project will be implemented through a design-build process. The team members include the i-Team, Public Works, AMEC Foster Wheeler, Inc. (CSO professional services), and the contractor.
The contract format is a “guaranteed maximum price” with an agreed profit and overhead amount. Three proposals were received on May 12, 2016, as follows:

Staff from Public Works, the i-Team and AMEC Foster Wheeler evaluated the proposals. The scores follow:

The consensus of the design-build process team was to recommend the award of a contract to Illinois Civil Contractors, Inc., to provide construction services. Staff also recommends a contingency amount of 10% for unforeseen construction expenses, such as underground vaults.
This design-build project will be in compliance with the City’s EEO requirements.
The pilot project will require an amendment to the budget to recognize the cost of the project and the bond proceeds as this project and bond proceeds were not included in the 2016/2017 Biennial Budget. A bond ordinance for the issuance of the bonds will be brought to Council in July.
FINANCIAL IMPACT: A bond issuance proposed for July will fund $2,150,000 for the project, including construction, design/construction Engineering, staff time and contingencies. Sewer funds, as accrued by the increased sewer rates approved by Council on March 22, 2016, will cover the additional debt service for the proposed bond issuance.
NEIGHBORHOOD CONCERNS: A Public Meeting was held on Monday, May 23, 2016 to introduce the project. Future public and neighborhood meetings will be scheduled.
IMPACT IF APPROVED: The project will progress in accordance with USEPA negotiations.
IMPACT IF DENIED: The City will not be in line with ongoing CSO negotiations.
