A.      Approve an AGREEMENT with ILLINOIS-AMERICAN WATER COMPANY (IAWC) for City Reimbursement of IAWC Water Main Costs, in an Estimated Not-to-Exceed Amount of $327,800.00, in Association with the Illinois Department of Transportation's IMPROVEMENT of ALLEN ROAD from Townline Road to South of Alta Road; and
 
B.      Approve and Authorize the City Manager to Execute an AGREEMENT with the ILLINOIS DEPARTMENT OF TRANSPORTATION, in an Amount Not to Exceed $355,660.00 for the City's Participation in Sidewalk, Traffic Signal, and Water Main Costs Associated with the IMPROVEMENT of ALLEN ROAD from Townline Road to South of Alta Road (Location Map Attached); and

BACKGROUND:  
On April 25, 2014, bids will be received by IDOT for the improvement of Allen Road from Townline Road to south of Alta Road. This project includes traffic signal and intersection improvements to the Allen Road/Route 6 ramps and to Allen Road/Van Winkle Way, the widening of the bridge carrying Allen Road over Route 6, the connection of the Allen Road trail to the Rock Island Trail, the reconfiguration of the Allen Road "curve" at Alta Lane, and the construction of a tunnel for the Rock Island Trail under Allen Road. (See attached Location Map.)
 
The first item of this communication is an IAWC-City agreement for IAWC to reimburse the City for water main costs which are included in the second item of this communication, an IDOT-City agreement. IDOT does not enter into agreements with utilities for utility work; rather, IDOT requests that the municipality serve as the pass-through funding for utility work.
 
There are three areas of costs where the City provides partial funding for this project. Please note that all costs are estimated. The City will be responsible for actual costs up to the estimated amounts, except for traffic signal amounts, which may total up to 125% of the estimated amount.
 
·      100% of water main improvements totaling $327,800, which will be a pass-through cost to the City, reimbursed by IAWC.
·      20% of traffic signal improvements totaling $23,500 at the City-owned signal at Allen Road and Van Winkle Way
·      20% of the public sidewalk improvements totaling $4,370 at Brompton Court, a City street.
 
The total cost of IDOT's project is estimated at $16,879,750. Federal funding will provide $11,500,000 (68.1%) and State funding will provide $4,943,290 (29.3%). The remaining $355,660 (2.1%) is the City's responsibility, but includes $327,800 (1.9%) in water main costs which will be reimbursed to the City by IAWC. The "net" share of City cost for the project is $27,870 (0.2%).
 
Note: Upon completion of the IDOT project, the City will take jurisdiction of all of Allen Road, including the tunnel for the Rock Island Trail, but not including the Route 6 ramp signals.

FINANCIAL IMPACT:  Funds for the City share of traffic signal improvements of $23,500 and sidewalk improvements of $4,370 are available in Project M14000.
 
NEIGHBORHOOD CONCERNS:  This project has been eagerly anticipated by the community for over ten years. IDOT previously held a public hearing for the project. Benefits of the project include elimination of the Allen Road "curve" at Alta Lane and a safe trail connection to the Rock Island Trail.
      
IMPACT IF APPROVED: The IDOT project can proceed on schedule with all planned components included.
 
 
IMPACT IF DENIED:  The IDOT project may be delayed, or the project may be awarded without including the necessary, subject work.
