PROPERTY CHARACTERISTICS
The Methodist Official Development Plan contains approximately 36 acres of land; and is zoned N-1 (Institutional) District.
 
HISTORY AND BACKGROUND
The subject property, and property to the east, is located in the N-1 (Institutional) District, and is subject to an Official Development Plan (ODP).
The original ODP for Methodist Hospital was approved in 1991.  Since that time, amendments have been approved to add new medical facilities, relocate the chiller plant, and address other development issues.  The most recent amendment was approved in 2012, in Ordinance 16,867, to add property to expand the plan boundary.  The approved ODP included demolition of the parking deck and physicians tower east of Hamilton and south of Glen Oak.  In its place, a new Acute Care Facility will be constructed.
The Institutional plan includes provisions for phased building construction; and an interim location of the helipad during construction of the final location.  The proposed timeframe and the interim location for the helipad have changed.
 
SUMMARY OF PROPOSAL
Please see the attached information, submitted by the Architectural Design Group.  It indicates new timing, revised heliport location and plan information, and updated building needs for a temporary entrance for the surgery center.  Both items for a period of five to ten years; prior to any construction, Site Plan Review Board approval, including all applicable permits, are required.  
 
Temporary Entrance
The parking deck and physicians tower were demolished as part of the future plans of the hospital; a stair and elevator tower that connect the 2nd and 3rd floors of the existing hospital remain.  Until the new facility is completed, UnityPoint Health - Methodist requests to create a secondary entrance at the ground level of the stair tower, to use as a temporary Outpatient Surgery Entry.  They anticipate this to relieve congestion at the main entry on Hamilton.  
 
Interim Helipad
A helipad was previously located on the roof of this deck.  The plan as of July 1, 2008, indicated the helipad would be moved to an interim location on the existing hospital parking lot west of Hamilton, north of Crescent, before its final location at a new Acute Care Facility could be constructed.  The original time frame was June 1, 2009 through June 1, 2013.  In the meantime, the helipad was relocated to the adjacent hospital, OSF.  A new interim location will be located in the lot east of Hamilton, south of Glen Oak, instead of in the originally proposed parking lot west of Hamilton.
