BACKGROUND:  At the February 25, 2014 Regular City Council Meeting, Council deferred this item to March 11th in order for Staff to provide further information about who would perform the work.  Staff provides the following Supplemental Information:  Frontier Communications requires the construction of its telecommunication facilities meet technical and quality standards.  To ensure the standards are met, they utilize their own construction department or a qualified local contractor to construct their telecommunications network.  Frontier solicits competitive bids from telecommunications construction companies approximately every three years before awarding a contract.  The contract provides them a ready contract workforce at the most competitive price.  Their contractor provides construction for Frontier projects as well as municipal, township, county and state-funded projects.  
 
Due to the large scope of this road project, it is more cost effective for Frontier to utilize its contractor to build the necessary telecommunications facilities.  They will be utilizing Custom Underground Incorporated from Edwards, Illinois, to construct the Orange Prairie Road project.
 
Frontier Communications has existing cables located in a private easement along the Orange Prairie Road extension alignment. This easement was in place before the City acquired the ROW for the road extension project; therefore, the City must compensate Frontier Communications for the relocation of the existing cables. The cables must be relocated before the new road is constructed.  An agreement with Frontier Communications and a location map are attached to the original Communication regarding this matter.
 
FINANCIAL IMPACT: The total of $98,633.00 will be paid to Frontier Communications from Project E10010 (Orange Prairie Road Extension), which is funded through a State Capital Bill.
 
NEIGHBORHOOD CONCERNS: This project will allow better access to this portion of the City. The development community in this area is very interested in the construction of this project. Two neighborhood meetings have been held to gather public input on the project.
      
IMPACT IF APPROVED: The utility will relocate the cables for the Orange Prairie Road extension project.
 
IMPACT IF DENIED: The Council would need to provide further direction to Staff.
 
ALTERNATIVES: As Council directs.
