BACKGROUND: 

 

During extreme rainfall events, residents along the former railroad (now Rock Island Greenway recreational trail) from Teton Drive to Giles Lane/Sheridan Road have reported flooding and ponding water behind (upstream of) the trail. Public Works hired an engineer, Farnsworth Group, to perform a hydrologic and hydraulic analysis of the problem. They determined that three culverts were undersized and needed to be upgraded. This contract is to upgrade those three culverts. These upgrades will pass flows beneath the trail more quickly and reduce upstream ponding without causing negative impacts upstream or downstream of the project area.

 

The Teton Drive Neighborhood Culvert Replacement Project was advertised and bids were opened on August 29, 2019 with 4 bidders submitting. In an effort to get a competitive bid, the project had an alternate option to use plastic pipe in lieu of concrete pipe.  The bids received are as follows:

OTTO BAUM CO. INC. is a local business that has successfully performed work for the City in the past.

 

The Good Faith Efforts documentation submitted by OTTO BAUM were reviewed and approved. The Company will utilize 11% MBE’s for trucking and 6.7% WBE’s for landscaping and will make a good faith effort to reach the 18% minority utilization and 3% female utilization in hours worked on the project.

 

FINANCIAL IMPACT:  This construction project was included in the 2019 CIP and will be funded with stormwater utility funds from project number O1905.

 

NEIGHBORHOOD CONCERNS:  Periodic flooding has occurred in the businesses and residential properties near the Rock Island trail and W Teton Drive. The engineering study found that there were three culverts that are undersized that are contributing to this flooding. This project will increase the pipe sized to meet current design standards which should help alleviate some flooding.

                     

IMPACT IF APPROVED:  The three culverts will be replaced.

 

IMPACT IF DENIED:  The three culvert will not be replaced.
