Communication from the City Manager and Interim Chief of Police with a Request for the Following:
A. ADOPT an ORDINANCE amending the City of Peoria GENERAL FUND BUDGET for the Fiscal Year 2014 to PURCHASE Three (3) used FLHTP-I Motorcycles USING RESTRICTED LAW ENFORCEMENT FUNDS in the amount of $34,450.00
B. Communication from the City Manager and Interim Chief of Police for the SOLE SOURCE PURCHASE of three (3) used 2013 FLHTP-I Motorcycles from Chi-Town Harley Davidson, Tinley Park, Illinois, in the amount of $34,449.31 including the trade-in of two (2) 2008 motorcycles.

BACKGROUND: The City of Peoria Police Traffic Unit utilizes motorcycles for many aspects of their work, including traffic/DUI enforcement and special events. Currently, the City has four (4) units in service two (2) of which are 2008 models at the end of their useful life. This request would replace the 2008 models (units 966 and 964) with used 2013 models. The request also adds one used machine to the fleet. This also includes Chi-Town Harley removing the equipment from the old machines and installing it on the replacements.
Other local Harley-Davidson dealers were contacted including Walter Brothers (Peoria) and Reimans (Kewanee) but could not provide the used models we requested. Walter Brothers (Peoria) will continue to provide service for maintenance and repairs on all the units.
FINANCIAL IMPACT: This purchase (as well as maintenance and any future costs at trade-in) will be funded through the DUI 740 fund which provides monies for law enforcement agencies to purchase law enforcement equipment that will assist in the prevention of alcohol related criminal violence.

IMPACT IF APPROVED: The motorcycles will be used in traffic/DUI enforcement activities and would also be available for enforcement during special events.
