ACTION REQUESTED:

Communication from the City Manager and Director of Public Works with a Request to APPROVE Change Order #1 of $25,000, for an EXTENSION of the SIDEWALK IMPROVEMENTS (1407 SW ADAMS STREET and 1009 SW WASHINGTON STREET) CONTRACT with C&G CONCRETE CONSTRUCTION CO. and to Authorize the City Manager to Execute the Change Order, for a Total Budget Amount of $95,000.00. (Amends 18-283) (Council District 1)

BACKGROUND:  The sidewalks in front of 1407 SW Adams Street were in disrepair and crumbling.  Public Works staff looked at possible solutions to this problem prior to the winter season. 

 

This Change Order is proposed by Staff to account for site-unknown subsurface issues related to 100+ year old structures near downtown Peoria. The contractor uncovered a small vault and a medium-sized vault, both to fill by structural engineer approval. Work required to replace a compliant sidewalk over an old brick-lined void took several days of labor and additional material. Further complexity of this work came with aging underground utilities that had to be worked around.

 

Staff recommends these funds come from the existing 2018 ADA Ramps program account as this work was germane to creating an ADA-compliant Pedestrian Access Route in a location that was previously well out of compliance.

 

The Good Faith Efforts documentation submitted by C&G Concrete was reviewed and approved.  During the duration of work, C&G Concrete has been performing with a 20.9% minority utilization rate of the hours worked on the project.

 

 

FINANCIAL IMPACT:  Project PB1800 will fund this Change Order. The original contract will come from the Warehouse District TIF.

 

NEIGHBORHOOD CONCERNS:  Improved sidewalks and ADA Routes are beneficial to all pedestrians and surrounding businesses and property owners. Property owners at both of the affected sites have only made positive comments about the work completed by the City of Peoria with its well-qualified contractor.

                     

IMPACT IF APPROVED: The Contract can be completed.

 

IMPACT IF DENIED:  The Contract will not be completed.
