Communication from the City Manager and Director of Public Works with a Request to APPROVE and AUTHORIZE the City Manager to Execute an AGREEMENT with ILLINOIS DEPARTMENT OF TRANSPORTATION (IDOT), in the Amount of $108,507.00, Plus up to 125% of the Estimated Cost for Contingencies, for the City’s Participation in the BOB MICHEL BRIDGE REHABILITATION. (Council Districts 1 & 2)

BACKGROUND: The Illinois Department of Transportation (IDOT), in order to facilitate the free flow of traffic and ensure the safety of the motoring public, is desirous to rehabilitating the structure carrying IL 40 (FAP404) over the Illinois River, Washington Street, Water Street, and Conference Center Drive (Existing S.N. 09-0122 known as the Bob Michel Bridge), widening the bridge deck at Spans 15, 16 and 17 on the Tazewell County side of the bridge, and to modernizing the traffic signals at the intersection of IL40/SW Adams Street in the City of Peoria and also the intersection of IL 40 and River Road/Tractor Drive in the City of East Peoria. The City is desirous of the improvements in that same will be an immediate benefit to the motoring and pedestrian public.
IDOT has agreed to make the surveys, prepare plans and specifications, receive bids and award the contract, furnish engineering inspection during construction and cause the improvement to be built in accordance with plans, specifications, and contract. IDOT has also agreed to pay for all construction and engineering costs, subject to reimbursement by the City, as stipulated.
The City will provide partial funding for this project. Per IDOT’s policies, the City will be responsible for up to 125% of the estimated costs of the traffic signals, decorative traffic signal and lighting components, and pedestrian lighting along the multi-use path that connects SW Adams Street and SW Washington Street.
The total cost of IDOT’s project is estimated at $22,297,350.00.

FINANCIAL IMPACT: Funds for the City share of traffic signal improvements of $399,165.00 are available in the Community Investment Plan (Traffic Signal - Capital Maintenance IDOT Projects)
NEIGHBORHOOD CONCERNS: This project will provide safety improvements for a heavily traveled section of roadway in the city of Peoria.
IMPACT IF APPROVED: The IDOT project can proceed on schedule with all planned components included.
IMPACT IF DENIED: The IDOT project may be delayed, or the project may be awarded without including the City’s participating work.
