Communication from the City Manager and Chief of Police with a Request to APPROVE $25,000.00 for a CURE VIOLENCE ASSESSMENT, to be Paid from the AMERICAN RESCUE PLAN FISCAL RECOVERY FUNDS.

BACKGROUND:  City of Peoria will enter into an agreement with Cure Violence Global CVG to fund and conduct an initial assessment for the purpose of determining whether implementation of a program based on the Cure Violence model is suitable, sustainable, and appropriate for Peoria.

 

CVG has developed a health model for combating community violence.  That model is based upon the same three components used to reverse epidemic disease outbreaks, to wit: (1) detecting and interrupting the transmission of a disease-in this case violent conflicts; (2) identifying and treating those at the highest risk; and (3) mobilizing the community to change existing behaviour and norms.  CVG has successfully initiated programs based upon its health model in several communities in the United States. The first phase of this process is an initial community assessment performed by CVG representatives and preparation of a proposal for implementation of a tailored program based on the Cure Violence model. This is initial phase is $25,000. The second phase is actual implementation of such a tailored program.

 

To enter the first phase, we will provide CVG violent crime statistics (to the extent authorized and permissible under Federal and State law and County and City ordinances) for the past three (3) to five (5) years (as available) and assign representatives as necessary to meet and work with CVG representatives during the anticipated two (2) to four (4) day initial assessment. CVG will;

                     Conduct and complete an initial visit and assessment in City

                     Organize and dispatch a Cure Violence Training and Technical Assistance (TTA) Team to Peoria to conduct a live, on-site two (2) to four (4) day initial assessment visit with City government leaders, organizational stakeholders, community leaders and community members

                     Conduct a Cure Violence 101 Workshop with representation from key City government agencies and community organizations, so as to familiarize those agencies and organizations with the Cure Violence health model;

                     Perform a scientifically-based review and analysis of the crime data provided by the City

                     Hold meetings, as necessary and appropriate, with community officials, stakeholders and potential partners and workers

                     Prepare and submit a detailed written report to the City to include the following elements: an analysis of the violent crime data provided by the City; an identification of particular geographical areas requiring particular focus and attention; a description of how implementation of Cure Violence health model program would address violence in the City; the identification of government and community agencies, organizations, leaders and members whose participation will be necessary to implement a Cure Violence health model program; a specific description of the number and type of paid and/or salaried employees needed to implement such a program; and an itemization of anticipated annual financial/monetary operating costs of such a program to the City.

 

FINANCIAL IMPACT: The cost is $25,000 and will be taken from the American Rescue Plan Fiscal Recovery Funds.

 

NEIGHBORHOOD CONCERNS:  Gun violence negatively affects neighborhoods.

                     

IMPACT IF APPROVED: This will allow Cure Violence Group to conduct an initial assessment for the purpose of determining whether implementation of a program based on the Cure Violence model is suitable, sustainable, and appropriate for Peoria.

 

 

IMPACT IF DENIED:  The City will not proceed with the assessment.

 

ALTERNATIVES:  The S-Net working group has been looking at additional violence reduction initiatives.  As the year progresses, additional requests for proposals will be developed for the American Rescue Plan violence prevention funding Council has approved.
