BACKGROUND:  The applicant, McFarland Bragg for PCCEO, requests to amend an existing special use to install 10-foot-tall chain-link fencing at the site.  Fencing in residentially zoned districts is limited to 4 feet in height.  A waiver is requested from Section 5.4.6 Fences and Walls of the Unified Development Code as part of this special use review.

 

The Planning & Zoning Commission found that the request, in case PZ 927-2022, met the Findings of Fact and voted 6-0, with one abstention, to approve the request subject to the following conditions:

 

1.                     Pedestrian connections to the public sidewalk shall be provided pursuant to Section 8.1.5.I. of the Unified Development Code.

2.                     Bicycle parking shall be installed pursuant to Section 8.1.6. of the Unified Development Code.

3.                     All parking areas shall adhere to the regulations from Section 8.1. of the Unified Development Code with respect to parking surface and handicapped & general parking striping and signage.

4.                     The site shall be required to adhere to all applicable development regulations, including landscaping, pursuant to the establishment of any vehicle parking within the fenced area or on undeveloped parcels and may require an additional amendment to the existing special use.

IMPACT IF APPROVED:  A 10-foot tall fence may be installed surrounding a former basketball court area including a pedestrian connection to the public sidewalk and bicycle parking.  Parking regulations may apply for existing or new parking areas.

 

IMPACT IF DENIED:  The Special Use would not be approved and the construction of the proposed fencing would not be allowed.
