Communication from the City Manager and the Director of Public Works with a Request to APPROVE Change Order #1 to the Construction CONTRACT with OTTO BAUM COMPANY for the Subgrade Repairs in the Amount of $20,000.00 as part of the DELMAR COURT RECONSTRUCTION PROJECT (14.35% of Original Authorization Amount of $139,365.00), for a Total Amended Authorization of $159,365.00. (Amends Item #16-299). (Council District 2)

BACKGROUND:  Under Item #15-376, City Council approved the 2016-2017 Biennial Budget tax levies to fund road and bridge repairs. The funds generated from this levy have gone toward several road projects in the City limits during 2016.  Delmar Court was in the final round of these residential roadway reconstruction projects.

 

The Public Works Department investigated pavement condition for City streets and assigned Pavement Condition Index (PCI) ratings. Delmar Court, between Hudson Street southerly to the dead end, was rated 39 on the index. Pavement preservation is recommended for PCI 70 and above.  Therefore, complete reconstruction was recommended for Delmar Court.

 

Under item #16-299, City Council awarded the construction contract for Delmar Court to Otto Baum Company with a contingency of 2% or $2,732.65.  Once the project was started and the existing pavement was removed, it was discovered that the soil immediately beneath the roadway was found to be unsuitable. This unsuitable subgrade soil needs to be replaced to provide the right subgrade for the replacement roadway. The cost to replace the top layer of unsuitable clay soil with a structurally stable subgrade, which is the purpose of this Change Order, is comparable to similar projects. Staff recommends undercutting the subgrade soil to provide a stable subgrade to construct the pavement for Delmar Court.

 

FINANCIAL IMPACT:  The amount for Delmar’s Change Order #1 will be paid from project RP1606, Stenning Drive, which will have a savings of over the $20,000 necessary to cover this change order, because its subgrade was in better condition than anticipated.

 

NEIGHBORHOOD CONCERNS:  N/A

                     

IMPACT IF APPROVED:  The top 8 inches of subgrade will be replaced to provide a base suitable for construction vehicles to continue operating upon, and ultimately provide a stronger subgrade for the new roadway.

 

IMPACT IF DENIED:  The road would be constructed on substandard subgrade and negatively affect the life span of the road.
