Communication from the City Manager and Director of Public Works Requesting Authorization to Enter into a CONTRACT with C&G CONCRETE CONSTRUCTION COMPANY, in the Not-to-Exceed Amount of $56,000.00, for Completion of the 2015 SIDEWALK AND CURB PARTICIPATION PROGRAM Projects, Utilizing Unit Prices Bid. [City-Wide]

BACKGROUND:  On April 28, 2015 under Item #15-126, City Council approved a Contract for the low bid in the amount of $316,807.50 with P.A. Atherton Construction, Inc. (Atherton) for the 2015 Sidewalk and Curb Participation Programs’ projects.  Council authorized an additional $44,192.50, for a total award of $361,000.  Atherton performed the work until mid-November, when several more projects became available in the Program.  Supplemental items are required to complete this work, and Atherton’s submitted prices did not reflect an economical approach to finalizing the work. Therefore, City staff negotiated a close to Atherton’s contract for the final amount of $303,893.50.

 

Closing Atherton’s contract leaves open $57,106.50 in the Project Accounts.

 

C&G Concrete was the second lowest bidder from the original bid letting, held on April 1, 2015. Their pricing to complete the 2015 Sidewalk and Curb Participation Program meets Staff’s approval for economical construction of the supplemental items, with adherence to city standards.

 

Due to the lateness in the construction season, time is of the essence to initiate this supplemental work. A majority of the work involves an IDOT/City/Private Owner collaborative “road diet” project along Glendale and Knoxville Avenue (IL Route 40), northeast of Main Street. With this road diet project, up to 14 on-street parking spots will be added along Glendale Avenue, with City crews performing the striping under IDOT’s approval. C&G Concrete has agreed to also hold their unit pricing into spring, 2016, to accommodate a small number of imminent or liability-driven sidewalk projects if the Glendale Avenue/Route 40 project is completed in mid-December.

 

C&G Concrete is a Local Business that has successfully completed Sidewalk Participation, Sidewalk In Need of Repair, and Special Assessment sidewalk projects for the City over the past several years.

 

The Good Faith Efforts documentation submitted by C & G Concrete has been reviewed and approved by the Equal Opportunity Manager. The Company will be utilizing a WBE to perform services equaling 32% of the bid amount.

 

FINANCIAL IMPACT: Council Item Numbers 15-082 and 15-126 affected the Budget Allocations of the 2015 Sidewalk Participation and 2015 Curb Participation Programs and will be finalized under this Utilization:

Staff’s allocation was slightly increased from $9,000 to $10,106.50 to accommodate the additional Staff time dedicated to Special Assessment proceedings, Easement Negotiations, and working projects through IDOT.

 

NEIGHBORHOOD CONCERNS:   Property Owners and their surrounding neighbors will be positively affected by having safer walking routes constructed through this Program.

                     

IMPACT IF APPROVED:  Time is of the essence to complete one site; staff can proceed with issuing the Construction Contract to complete the 2015 Community Investment Plan’s Sidewalk and Curb Programs.

 

IMPACT IF DENIED:   The remaining 2015 Programmed funds will be delayed.

 

ALTERNATIVES:   As Council Directs.
