Title

Communication from the City Manager and the Assistant City Manager with a Request to APPROVE a SOLE SOURCE PURCHASE of a Report Management System (RMS) Upgrade to the City’s Police Records System and Computer Aided Dispatch (CAD) Upgrade to the City’s Emergency Communication Dispatch System, from APPLICATIONS DATA SYSTEMS INC. (ADSi), in the Total Amount of $112,500.00 (RMS Upgrade $50,000.00 and CAD Upgrade $62,500.00) from Previously Approved Funds.

Body

BACKGROUND:  Since 1999, the City of Peoria Police Department and Emergency Communication Center have used ADSi public safety software. There are over twenty applications currently in use, including field reporting for direct entry/retrieval of incident reports, traffic accident reporting, computer aided dispatch (CAD), electronic ticketing, automated vehicle locator, and GPS mapping for squad cars.

The RMS request is a required upgrade to our current reporting system to keep our system compliant with the National Incident Based Reporting System (NIBRS).   All local, state and federal agencies generate NIBRS data from their records management systems.

The CAD upgrade will make our current system more efficient and stable so we can disseminate accurate, time sensitive, information to Peoria Police, Peoria Fire and other law enforcement agencies.

FINANCIAL IMPACT:  Funding for this purchase would come from Police Coronavirus Emergency Supplemental Funding Grant CVPOL, Account 1012140-525304 in the amount of $50,000 and Information Systems Account 1011635-525304 in the amount of $62,500.

The yearly maintenance fee will recur each year to be paid out of Information Systems operating budget.

NEIGHBORHOOD CONCERNS:  N/A

IMPACT IF APPROVED: The City will remain compliant with the Federal Bureau of Investigation (FBI) NIBRS reporting system and the CAD system will be more efficient and stable.

IMPACT IF DENIED:  The City will not be compliant with the NIBRS requirements and the CAD system will lack in its abilities.
