BACKGROUND:  
The present public safety radio system was put in place 20+ years ago.  That system will be replaced by the end of June 2014 with a new Peoria Countywide public safety trunked radio system that is being built by the Peoria County Emergency Telephone System Board (ETSB).  The ETSB is installing, and will maintain, the infrastructure of the Harris trunked radio system.  However, the mobiles, portables, and control stations will be the responsibility of each agency to supply.  
 
The pricing for the mobiles, portables, and control stations were originally provided as part of a request for proposal response that the ETSB received.  The ETSB signed a contract with what is now Harris Corporation on September 27, 2007.  The Police Department obtained several grants that allowed them to purchase 270 mobiles, portables, and control station radios for the public safety trunked radio system.  The Fire Act Grant of 2013 allowed the Fire Department to purchase 95 portable and mobile radios.  Radios purchased under this request will be identical to radios previously purchased.  
 
FINANCIAL IMPACT:  Funds for this purchase will be used from CIP 101-2001-550.53-14 Project Number:  CB1450, and CIP 401-8401-551.53-14 Project Number:  CB1350.  Harris Corporation will provide a credit to the City of Peoria in the amount of $ 106,915.20 which results in a total cost to the City of $ 506,603.89.

IMPACT IF APPROVED:  Regional Interoperable Communications will be enhanced and FCC mandates will be met.  
 
IMPACT IF DENIED:  Interoperable radio communication equipment will not be purchased for the City of Peoria and the City of Peoria will not have enough radios to operate on the new trunked radio system.
