Communication from the City Manager and the Chief of Police with a Request to APPROVE the following:

 

A.                     Authorize the City Manager to Accept the TECHNOLOGY INNOVATION IN PUBLIC SAFETY GRANT from the Bureau of Justice Assistance (BJA) of the Department of Justice (DOJ), in the Amount of $165,000.00.

 

B.                     ADOPT an ORDINANCE Amending the City of Peoria 2017 AMENDED ANNUAL BUDGET Relating to the Capital Fund to Recognize the Receipt of a Federal Grant From the Bureau of Justice Assistance (BJA) of the Department of Justice (DOJ) under the Technology Innovation Public Safety Grant and the Corresponding Expenditures, in the Amount of $165,000.00.

BACKGROUNDIn December 2016, the City of Peoria received notification of available funding under the Technology Innovation in Public Safety (TIPS), Addressing Precipitous Increases in Crime Grant.

 

The TIPS Program is designed to enable strategic information sharing across crime-fighting agencies and with identified partnerships to address specific local or regional crime problems. Often these efforts will require a multidisciplinary response, involving law enforcement, analysts/investigators, information technology staff, public safety/first responders, adjudications/courts, corrections, human services organizations, and other stakeholders. Applicants are encouraged to propose comprehensive plans that include coordination among multiple stakeholder agencies, shared investment and use of technology services or regional planning as appropriate.

 

The Police Department proposes to use innovative technology for information sharing as a mechanism to reduce violent crime, for criminal justice system improvement, and for analysis and predictive analytics. 

 

The technology will be applied with the Partnerships to Reduce Violent Crime stakeholders to enhance focused deterrence efforts and the coordination and delivery of needed services with the assistance of national technical assistance providers and the technology contractor. Deliverables of the grant, in addition to the successful implementation of the technology, include a BJA report documenting the successful implementation process, as well as appropriate project outputs, outcomes, and performance measures, to support replication in other jurisdictions.

 

This technology is called Blockchain Technology, an ideal innovative solution to the problem of cross-sector information sharing and case management, in that information is both transparent and private, removes the need for data entry and formatting, and keeps the control local and in the hands of the stakeholders.  The identity of a person is separated from the transaction validation process, using avatars as the information processing mechanism.  Thus, all entered information about a person can be known, without the identity being known. The constitutional rights of individuals will be safeguarded through the relevant federal and state laws, as well as stakeholder policies.  Blockchain Technology is becoming very common in the world of finance for these very reasons.

 

 

FINANCIAL IMPACT:  The disparate jurisdictions of the City and County of Peoria will receive $165,000 for the development and installation of this “use case” or project, and for annual maintenance.

 

NEIGHBORHOOD CONCERNS:  There are no neighborhood concerns identified at this time

                     

IMPACT IF APPROVED:  Our community will be able to share data across sectors and silos, leading to increased efficiency for agency staff and improved outcomes for residents resulting from effective and targeted service delivery.

 

IMPACT IF DENIED:  The police department will not utilize federal funding to implement innovative technology for information sharing to help reduce violent crime.

 

ALTERNATIVES:  There are no alternatives identified at this time.
