BACKGROUND: 

On January 23, 2018, under Item # 18-014, Council authorized the City to execute an agreement with IDOT in the amount of $36,041 for the City’s participation in sidewalk, traffic signal, and resurfacing costs associated with the improvement of Knoxville Avenue from Pennsylvania Avenue to Corrington Avenue.

 

The State (IDOT), in order to facilitate the free flow of traffic and ensure safety to the motoring and pedestrian public, is desirous of improving approximately 1.16 miles of Knoxville Avenue (IL Route 40), State Section (43-1-CS)RS-4,SW, CITY Section 17-00375-88-TL) by milling, patching, and resurfacing Illinois Route 40 from Pennsylvania Avenue to Corrington Avenue, providing two 11-foot through traffic lanes in each direction, a 10-foot bi-directional center turn lane and auxiliary lanes, by modernizing traffic signals at the IL Route 40 intersection with McClure, Thrush, Nebraska, and Richmond Avenues, reconstructing ADA ramps at the signalized intersections, reconstructing existing manholes, constructing concrete curb and gutter, sidewalk, drainage improvements, and by performing all work necessary to complete the improvement in accordance with the approved plans and specifications. The City is desirous of said improvements in that same will be of immediate benefit to the motoring and pedestrian public and permanent in nature.

 

A new mid-block crossing has been added to the project that requires an additional $4,830 from the City. The crossing work included PC concrete sidewalk 4”, sidewalk removal, sign panel type 1, and beacon assembly.

 

The total amended cost of IDOT’s project is now $2,543,685. Federal funding will provide $1,874,048 (73.674%) and State funding will provide $628,766 (24.718%). The remaining $40,871 (1.606%) is the City’s responsibility.

 

FINANCIAL IMPACT:  Funds for the City share to add the mid-block crossing are available in the 2019 Community Investment Plan.

 

NEIGHBORHOOD CONCERNS:  The section of roadway in the urban core of the City is in need of repair.

                     

IMPACT IF APPROVED: The City will have fulfilled their obligation to the project. 

 

IMPACT IF DENIED:  Alternative funding would have to be found to cover the City’s cost.
