Communication from the City Manager and the Fire Chief with a Request to APPROVE a SOLE SOURCE AGREEMENT with the CENTER FOR PUBLIC SAFETY EXCELLENCE (CPSE) for a Community Risk Assessment, a Community Driven Strategic Plan, and a Self-Management Manual as a part of the Accreditation Process, in the Amount of $68,800.00.

BACKGROUND:  The Peoria Fire Department is currently in the accreditation process, which is a process of performing an internal evaluation to see if the Department is meeting the expectations leadership has set by determining the effectiveness of policies and procedures, equipment effectiveness, training, finances and facilities. The process is initiated by completing a Community Risk Assessment and Standard of Cover document, which includes the Resource Allocation study.

 

The three (3) component parts of the Accreditation Process and the costs associated with each are:

                     Community Risk Assessment-Standards of Cover.  This stand-alone process typically takes between six (6) to nine (9) month to complete and the proposed cost is $34,500.

 

                     Community Driven Strategic Planning Process $16,800.00. This stand-alone process typically takes between 60-90 days and the proposed cost is $16,800.

 

                     Self-Assessment Manual writing process. This stand-alone process typically takes six (6) to seven (7) months and the proposed cost is $33,600.

 

The Center for Public Safety Excellence (CPSE) is offering the three component parts at a significantly reduced price of $68,800 for a total savings of $16,100. This proposal includes an “on-site study and report” option for no extra fee.  The Fire Chief and CPSE have committed to a draft deliverable of the Community Risk Assessment-Standards of Cover by September 1, for use in the 2018-2019 budget process.

 

FINANCIAL IMPACT: $15,000 will come from the Accreditation budget line item in the Peoria Fire Department’s Operating Budget.  The remainder will be transferred from the Capital Fund.

 

NEIGHBORHOOD CONCERNS:  N/A

                     

IMPACT IF APPROVED:  The Peoria Fire Department would be able to facilitate the Accreditation Process in a timely manner and at a savings of $16,100.

 

IMPACT IF DENIED: The Accreditation Process will continue but will take much longer to accomplish. The Peoria Fire Department will have to incur an additional cost of $16,100
