BACKGROUND:  As a result of the 1998 Transportation Equity Act for the 21st Century (T-21), the Tri-County Regional Planning Commission was designated as the Metropolitan Planning Organization (MPO) for the Peoria/Pekin Urbanized Area Transportation Study (PPUATS) regional transportation funding planning process.  The City of Peoria, as a participating local agency, provides funds to support the PPUATS’ annual planning process for transportation funding requests to the State and Federal Governments. PPUATS representation is drawn from elected officials and staff of local municipalities and counties, along with the airport authority, mass transit district, port district, IDOT and FHA. 

Two committees consisting of transportation professionals meet once per month to discuss transportation issues on a regional level:  a Technical Committee and a Policy Committee. The Technical Committee is made up of individuals appointed by their respective PPUATS communities. Most of the individuals are public works and/or engineering staff. Throughout the year, the Technical Committee reviews and recommends planning policies and measures to the PPUATS Policy Committee. PPUATS Technical meets the third Wednesday of each month at 9:00 a.m.

The PPUATS Policy Committee is made up of elected officials representing their respective communities. The Policy Committee's function is to determine transportation policy within the framework of the urban transportation planning process. The Policy Committee is mandated to vote on the Technical Committee recommendations. PPUATS policy meets on the first Wednesday of each month at 9:00 a.m.

Current Membership:  A)  PPUATS Policy - Mayor Ardis automatically has a seat on the Policy Committee. City Manager Urich and Public Works Director Reeise were appointed by City Council.  Alternates are Assistant City Manager Setti, Development Director Black, and Assistant Public Works Director/Traffic Engineer Nick Stoffer.  B)  PPUATS Technical - Public Works Director Reeise (the subject of this Communication), Asst. PW Director/Traffic Engineer Stoffer, and Civil Engineer II Stephen Letsky. Alternates are Civil Engineers II Jane Gerdes and Andrea Klopfenstein. 

 

After being promoted to Public Works Director, Scott Reeise was appointed to the PPUATS Policy Committee.  He is vacating his position on the PPUATS Technical Committee, which leaves a vacant seat for Peoria.  This action appoints Bill Lewis, Assistant Public Works Director/City Engineer, as a voting member of the PPUATS Technical Committee, representing the City of Peoria, effective immediately, for concurrence by the City Council:

FINANCIAL IMPACT:  The City of Peoria continues to be supportive of the comprehensive transportation planning in the metropolitan areas and remains eligible to receive federal funds.

 

NEIGHBORHOOD CONCERNS:  NA

                     

IMPACT IF APPROVED:  The City of Peoria has representation on regional planning committees charged with planning and programming transportation improvements for the metropolitan area for the years 2010 to 2035.

 

IMPACT IF DENIED:  The City of Peoria’s staff representation on the PPUATS Technical Committee will remain with one appointment vacant.
