 Communication from the City Manager and Interim Chief of Police with a Request to APPROVE a (5) Five Year AGREEMENT, in the Amount of $694,688.98, for the Purchase of a Complete Body Worn Camera Solution Including all Hardware, Software, Redaction, and Storage with a Request for the Following:

 

A.                     APPROVE an AGREEMENT with VIEVU LLC. -240 Body Cameras and 24 Docks- Peoria PD, 65 Body Cameras and 9 Docks - Peoria County Sheriff’s Office, 45 Body Cameras and 5 Docks - East Peoria PD, and 10 Body Cameras and 1 Dock - Peoria Park District Police.  For a total of 360 Body Cameras and 39 Docks.  The Cost for the Body Cameras, Docks, Accessories, and 5 year warranty is $616,699.80.

 

B.                     APPROVE an AGREEMENT with SIMPLY GROUP II LLC, CDW-GOVERNMENT, DELL - Body Camera Video Storage Solution and Associated Licenses for Peoria PD, East Peoria PD and Peoria Park PD.  The Cost for the Storage Solution is $61,202.18

 

C.                     APPROVE an AGREEMENT with CUBIC MISSION SYSTEMS - Redaction Software and Licenses for each Participating Agency.  The Total Cost is $16,787.00

 

D.                     ADOPT an ORDINANCE Amending the City Of Peoria 2018-2019 BIENNIAL BUDGET Relating to the Capital Fund for Reimbursements from Other Agencies, in the Amount of $58,618.00, and the Use of Capital Fund Balance, in the Amount of $278,125.00, for the Purchase of Body Worn Cameras, Hardware, Software, Redaction, And Storage

 

Body

BACKGROUND:  On October 10, 2017 City Council approved the acceptance of the FY 2017 Body-Worn Camera Policy and Implementation Program grant award from the Department of Justice (DOJ) and Bureau of Justice Assistance (BJA), in the amount of $253,005.00. The awarded funding is the result of a collaborative effort by the Peoria Police Department, Peoria County Sheriff’s  Office, East Peoria Police Department, and Peoria Park District Police; whereas, collectively, the City of Peoria and partnering jurisdictions will be required to match funding in the amount $256,390.00.

 

Upon completion of a request for proposal, multiple body worn camera solutions were evaluated and pilot tests were conducted.  Subsequently, as part of the final selection process, VieVu LLC was selected to be the body worn camera provider for the Peoria Police Department and its partnering agencies.  

 

VieVu LLC will provide the camera hardware, software, and support services for their body worn camera solution.

 

Simply Group II LLC, Microsoft, and Dell will provide server based storage for the body worn camera video evidence stored at the Peoria Police Department.  Evidence collected by the East Peoria Police Department and the Peoria Park District Police will be forwarded and stored on the City of Peoria’s sever; while the Peoria County Sheriff’s Office will purchase their own server and independently maintain the storage of their video evidence 

 

Cubic Mission Systems will provide the software for video redaction to each agency.

 

The Execution of this Agreement is Contingent upon the Approval of each Participating Agency’s Governing Body, as well as Final Approval from the Department of Justice and Bureau of Justice Assistance for the Proposed Budget Amendments and Expenditures of Grant Funding.

FINANCIAL IMPACT:  The total cost of a Body Worn Camera Solution including all hardware, software, video storage, and redaction is $694,688.98. The 2018 - 2019 Biennial Budget included $357,946 for the purchase of body worn cameras. With the addition of the amendment included in this communication, the total project cost of $694,689 will be budgeted.

After applying the awarded grant funding of $253,005.00, the out-of-pocket cost for the proposed body worn camera solution for all participating agencies is $441,683.98.  See below for a breakdown of each agencies cost per year.

-                     City of Peoria :

o                     Year 1 - $141,779.03 (Initial Body Camera and equipment purchase)

o                     Year 2 - $11,095.20

o                     Year 3 - $150,031.20 (Refresh of Body Cameras and Docks)

o                     Year 4 - $11,095.20

o                     Year 5 - $11,095.20

 

-                     Peoria County Sheriff’s Office:

o                     Year 1 - $34,310.60 (Initial Body Camera and equipment purchase)

o                     Year 2 - $5,718.44

o                     Year 3 - $5,718.44

o                     Year 4 - $5,718.43

o                     Year 5 - $5,718.43

 

-                     City of East Peoria:

o                     Year 1 - $11,918.80 (Initial Body Camera and equipment purchase)

The out-of-pocket cost to the City of Peoria, over the five year duration of the contract, will total $325,095.83.  The out-of-pocket cost to the City’s partnering agencies will total $116,588.15. 

 

NEIGHBORHOOD CONCERNS:  Video evidence has become an integral part of daily police operations in successfully prosecuting criminal offenses, traffic violations, evaluating officer performance, training officers, improving citizen’s relations and customer service.    

                     

IMPACT IF APPROVED: The Police Department will be equipped with the technology required for today’s modern patrol environment.  It is anticipated that the implementation of body worn cameras will strengthen community relationships and trust and will foster mutual accountability for citizens and police alike.  Additionally, communities that have successfully implemented body worn camera systems have seen a reduction in citizen complaints and incidents involving use of force. 

 

IMPACT IF DENIED:  The Police Department and partnering law enforcement agencies would forgo the opportunity to implement this technology using the awarded federal grant funding, and would face the likelihood of losing the ability to capture critical evidence needed for prosecuting crimes and investigating citizen complaints. Furthermore, community relationships may continue to degrade.
