A.                     APPROVE a Local Agency AGREEMENT for Federal Participation with the ILLINOIS DEPARTMENT OF TRANSPORTATION (IDOT) to Request 80% Transportation Alternative Program (TAP) Federal Funding (not to exceed $95,245.00) for the SIDEWALK INSTALL TAP GRANT FY 2020, ORANGE PRAIRIE ROAD & ALLEN ROAD; and

 

B.                     APPROVE a RESOLUTION Authorizing the City’s Estimated Minimum Local Agency Funding Match ($39,400.00), Subject to Approval from the ILLINOIS DEPARTMENT OF TRANSPORTATION (IDOT), for the SIDEWALK INSTALL TAP GRANT FY 2020, ORANGE PRAIRIE ROAD & ALLEN ROAD.

 

Body

BACKGROUND:  The City of Peoria received a Transportation Alternative Program (TAP) grant to install sidewalk at two locations in the City. The Orange Prairie project is located on Orange Prairie from War Memorial Drive/US 150 to W Landens Way. The Allen Road sidewalk is on Allen Road in adjacent to the property at 2417 W Wilhelm Road. Both of these projects are filling in a gap in the sidewalk system. There are sidewalks on both ends of the project for both locations. These projects will increase improve pedestrian access. The grant allows for engineering and construction to start in State’s FY 2020. COVID-19 delayed this project in 2020.

FINANCIAL IMPACT:  This project was included in the Community Investment Plan (FY 20-24) Project number S2003 and includes funding from TAP funds.

 

NEIGHBORHOOD CONCERNS:  This project connects existing sidewalks at both locations. Currently pedestrians must walk on the road or in the grass for one block on Orange Prairie Road and one property on Allen Road. This project will increase safety and accessibility in both locations.

 

IMPACT IF APPROVED: The required documents will be in place for the project to be included on IDOT’s June 2021 letting, and the federal funding will be secured. Construction will begin in early August 2021.

 

IMPACT IF DENIED:  The required documents will not be in place for the project to be Awarded as part of IDOT’s June 2021 letting, and the construction start date will be delayed.
