BACKGROUND: In 2002, the City with Peoria County and the Peoria Park District entered into an intergovernmental agreement for the purpose of both saving and resurrecting historic Springdale Cemetery. Under the terms of that agreement, the City took ownership of the land that is the cemetery; the park district and the county would split fifty-fifty the first $80,000 of annual operating deficit; the county would cover the next $20,000 annual operating deficit; and the city could cover the remaining operating deficits each year. The financial contribution of each government from 2004-2020 is listed below:

The 2002 Intergovernmental Agreement will expire in October 2022 and includes language that if the three governments wish to continue a new agreement must be enacted at least 6-months prior to the expiration of the 2002 Agreement. A workgroup convened in the late fall 2021 to start negotiating a new agreement. Some highlights of the new Agreement include:

Savanna:
Permanent protection of the Savanna was the Park District's top issue. The City will deed the savanna to the Park District within the first year of the new agreement for $1. The Park District will be responsible for the preservation and maintenance of the savanna in perpetuity. Estimated annual cost of maintenance is $20,000 by the Park District.
FINANCIAL IMPACT: For the last 17 years, the City has subsidized the operations of the cemetery with $4,685,851.86, or slightly more than $275,000 annually. The new intergovernmental agreement provides additional financial support from the County, and additional environmental stewardship from the Park District.
NEIGHBORHOOD CONCERNS: Springdale Cemetery is a city historic landmark and this agreement protects the cemetery and supports the surrounding neighborhoods for the next 10 years.
IMPACT IF APPROVED: The intergovernmental agreement will be approved and the supervision of the cemetery will continue.
IMPACT IF DENIED: The City would be solely responsible for the maintenance and care of the cemetery.
ALTERNATIVES: Council could direct staff to negotiate modifications to the intergovernmental agreement.
