Communication from the City Manager with a Request to Authorize the City Manager to Enter into a LETTER of INTENT with THE EFFICIENCY NETWORK (TEN), in the Amount of $62,000.00, for an INVESTMENT GRADE AUDIT (IGA) of the City’s Streetlighting System in Order to Determine the Feasibility of Entering into a Guaranteed Energy Savings Contract (GESC) to Reduce Energy and Maintenance Costs Related to the System.

BACKGROUND: As outlined in the City’s 2020 budget, a request for proposals (RFP) was issued to upgrade street lighting in the City to LED’s (light emitting diodes). The request for proposals asked for the responses to be budget neutral so the savings in energy usage will pay for the System upgrade.  Upgrading HPS (high pressure sodium) fixtures with more efficient and longer lasting LED fixtures will reduce City maintenance costs and lower energy costs paid to Ameren. LED fixtures produce more light using less energy and are estimated to last 2 to 3 times longer than HPS fixtures.  

 

This request is for approval of an investment grade audit (IGA) of the current streetlighting system. An IGA is a detailed technical inventory and analysis of the energy and maintenance costs related to the System.  The Audit will specifically identify options and recommendation for upgrades to the current System that will reduce energy and maintenance costs.

 

The Audit will be used to determine a scope of work for a Guaranteed Energy Savings Contract (GESC) if there is a technical and economic basis for moving forward with the LED conversion project.  

 

Eight vendors responded to the City’s request for proposals and the top six scoring (based on the criteria in the RFP) vendors were interviewed as part of the selection process. 

 

The Efficiency Network’s (TEN) combination of scoring on the proposal and the interview was the determining factor for their selection as the best fit for the City for this project.

 

FINANCIAL IMPACT:  Funding for this project will be obtained through savings provided by reducing the energy usage of the City’s streetlighting system.

IMPACT IF APPROVED: The City of Peoria will have the information required to evaluate options for implantation of a new high efficiency streetlighting system.

 

IMPACT IF DENIED:  The City will continue to operate the current streetlighting system.
