Title

Communication from the City Manager and Director of Public Works with a Request to Accept the LOW BID of ILLINOIS CIVIL CONTRACTORS, INC. and Award a Construction CONTRACT, in an Amount Not to Exceed $150,000.00, from the Base Bid of $72,802.00 for the CONCRETE REPAIRS CONTRACT - 2019.  (All Council Districts)

BACKGROUND:  Public Works has received requests for various concrete repairs throughout the City. In-house staff has reviewed these requests and estimated construction costs for each site.  Repairs include improvements to pedestrian facilities, and traffic calming projects. The repairs will be designed “in the field” and paid based on the time and materials bid. This is an opportunity for the Public Works Engineering Division to limit design costs and be more responsive to the needs of our citizens.

 

A map is attached to this communication outlining several known sites. Several sites were selected based on pedestrian safety concerns.

 

Public Works prepared the contract specifications, and bids were received on September 10, 2019 with two bids received, as follows:

Engineer’s base estimate:   $75,000.00

 

 

The base bid represented quantities we would expect to see on three small projects and covers typical pay items we expect to see throughout the contract. Since the time of our advertisement for this project, several other request have come in to Public Works. In order to address those requests, staff recommends increasing this project to $150,000.00.

 

Illinois Civil Contractors, Inc. is a local business that has successfully performed work for the City in the past. Most comparably to this project, they performed the City’s 2018 Sidewalk Participation Program. They achieved 24.71% hours performed by Minority workers and 8.23% of hours performed by Female workers, per eprismsoft.com

 

The Good Faith Efforts documentation submitted by Illinois Civil Contractors, Inc. were reviewed and approved by the Chief Diversity & Inclusion Officer and Public Works. A meeting took place between the Contractor, the Chief Diversity & Inclusion Officer, and members of the Public Works Department to address Subcontractor Utilization. The scope of work to be performed on this project varies from location to location. The Company proposes to utilize 5% MBEs for Trucking and 11% WBEs for Landscaping and Traffic Control. The Contractor agreed to make a reasonable effort to achieve 10% Minority Business Enterprise subcontracting with Trucking throughout the life of the project. Furthermore, the Contractor will make a good faith effort to reach and exceed the 18% minority utilization and 3% female utilization in hours worked on the project. Their fulltime workforce has been updated to reflect 16% of personnel as Minority workers, 4% of personnel as Female workers, and 16% of personnel as Apprentices in the trades.

 

 

 

FINANCIAL IMPACT:  This construction contract is budgeted in our 2019 Sidewalk In Need of Repair and our 2019 Neighborhood Traffic Calming projects, both in the 2019 Community Investment Plan.

 

NEIGHBORHOOD CONCERNS:  Safety and liability can be addressed for the pedestrian infrastructure. As well, the Neighborhood Traffic Calming will be put into place per the neighborhood’s requests and approved petitions.

                     

IMPACT IF APPROVED: Concrete repairs will be constructed and completed within reasonable time before winter weather affects construction costs. 

 

IMPACT IF DENIED:  Concrete repairs will not be constructed, and both Sidewalk In Need of Repair and Neighborhood Traffic Calming programs in the 2019 Community Investment Plan will be deferred or cancelled. If deferred, and approved later in 2019, the construction costs may be adversely affected as winter weather increases costs.

 

ALTERNATIVES:  As Council directs.
