Title

Communication from the City Manager, Interim Fire Chief, and Interim Corporation Counsel with a Request to APPROVE a LICENSE AGREEMENT for the Use of the Emergency Vehicle Preemption System, between the City of Peoria and PEORIA HOSPITALS MOBILE MEDICAL SERVICES (d/b/a ADVANCED MEDICAL TRANSPORT OF CENTRAL ILLINOIS).

BACKGROUND: 

 

The City operates a series of traffic control preemption devices at certain intersections within the City. The system allows the operators of public safety vehicles to emit a signal that changes the traffic control signal to green or, if the traffic signal is already green, extends the duration of the green light.  The City operates the system under an Intergovernmental Agreement with the Illinois Department of Transportation for the maintenance of said devices.

 

The Illinois Vehicles code allows the installation of traffic control signal preemption devices on police vehicles, fire vehicles as well as ambulance or rescue vehicles when they are responding to a bona fide emergency. 625 ILCS 5/12-601.1(d)(1-4).

 

Peoria Hospitals Mobile Medical Services (d/b/a Advanced Medical Transport of Central Illinois) (“AMT”) has requested the ability to install traffic control signal preemption devices on their ambulances and use the system when responding to a bona fide emergency.  AMT has agreed to contribute approximately $50,000 annually for a period of five years toward the purchase, installation, maintenance, and operation of the preemption system.

 

The attached License Agreement outlines the terms of use and can be summarized as follows:

1.                     AMT may use the preemption system for emergency medical services only and use must be consistent with the City’s agreement with the Illinois Department of Transportation.

2.                     The Agreement is for one year and will automatically renew unless terminated.

3.                     AMT will contribute $50,000 per year, up to a maximum of $250,000 toward the purchase, installation, maintenance, and operation of the preemption system.

4.                     AMT is responsible for acquiring system compatible equipment for its ambulances.

5.                     AMT may not make any changes to the preemption system.

6.                     AMT shall indemnify and hold harmless the City and IDOT for any claims arising out of its use of the preemption system.

7.                     The License Agreement specifically reserves the City’s tort immunity.

8.                     AMT will train their ambulance drivers on CEVO-4 management and use of preemption devices.

 

 

Use of the preemption system by AMT will allow the safest medical care for the citizens of the City.

IMPACT IF APPROVED: AMT ambulances will be installed with and allowed the right to use the traffic control preemption system.

 

IMPACT IF DENIED:  AMT ambulances will not be installed with nor allowed the right to use the traffic control preemption system.
