APPOINTMENTS by MAYOR ARDIS to the PEORIA/PEKIN URBANIZED AREA TRANSPORTATION STUDY (PUUATS) COMMITTEES, with Request to Concur of the Following:

 

A.                     The PPUATS POLICY COMMITTEE:  Community Development Director Ross Black (Alternate) and Traffic Engineer Nicholas Stoffer (Alternate);

 

B.                     The PPUATS TECHNICAL COMMITTEE:  Civil Engineer II Jane Gerdes (Alternate) and Civil Engineer II Andrea Klopfenstein (Alternate).

BACKGROUND:  As a result of the 1998 Transportation Equity Act for the 21st Century (T-21), the Tri-County Regional Planning Commission was designated as the Metropolitan Planning Organization (MPO) for the Peoria/Pekin Urbanized Area Transportation Study (PPUATS) regional transportation funding planning process.  The City of Peoria, as a participating local agency, provides funds to support the PPUATS’ annual planning process for transportation funding requests to the State and Federal Governments. PPUATS representation is drawn from elected officials and staff of local municipalities and counties, along with the airport authority, mass transit district, port district, IDOT and FHA. 

Two committees consisting of transportation professionals meet monthly to discuss transportation issues on a regional level:  a Technical Committee and a Policy Committee. The Technical Committee is made up of individuals appointed by their respective PPUATS communities. Most of the individuals are public works and/or engineering staff.  Throughout the year, the Technical Committee reviews and recommends planning policies and measures to the PPUATS Policy Committee. PPUATS Technical meets the third Wednesday of each month at 9:00 a.m.

The PPUATS Policy Committee is made up of elected officials representing their respective communities. The Policy Committee's function is to determine transportation policy within the framework of the urban transportation planning process. The Policy Committee is mandated to vote on the Technical Committee recommendations. PPUATS Policy meets on the first Wednesday of each month at 9:00 a.m.

Previously, the City of Peoria had two seats on each committee.  On April 1, 2015, the Bylaws were revised to add one seat to each Committee.  Peoria’s membership on these committees is current; However, to allow for alternates to attend, without the need for the Mayor to send a letter each time it becomes necessary, the following appointments are requested for concurrence by the City Council. The terms would become effective immediately:

FINANCIAL IMPACT:  The City of Peoria continues to be supportive of the comprehensive transportation planning in the metropolitan areas and remains eligible to receive federal funds.

 

NEIGHBORHOOD CONCERNS:  NA

                     

IMPACT IF APPROVED: The City of Peoria has representation on regional planning committees charged with planning and programming transportation improvements for the metropolitan area for the years 2010 to 2035.  Appointments of Alternates to the committees avoids the obligation for the Mayor to send a letter each time an alternate has to attend.

 

IMPACT IF DENIED:  The City of Peoria will no longer be eligible for federal highway funding because we are no longer part of the planning process.
