Communication from the City Manager and Director of Public Works with a Request for the Following:

 

A)                     APPROVE the LOW BID of J.C. DILLON, INC. and Award a Construction CONTRACT from the Total Bid of $380,902.00 with an Additional Authorization in Contingency of $38,090.20 (10%), for a Total Award Amount of $418,992.20 for the GLEN AND SHERIDAN ROAD CULVERT PROJECT. B)                     ADOPT an ORDINANCE Amending the City of Peoria 2020 - 2021 BIENNIAL BUDGET Relating to the Stormwater Utility Enterprise Fund to Provide Funding for the GLEN AND SHERIDAN ROAD CULVERT PROJECT in the Amount of $434,546.20 and Recognize the Receipt of the Property Owners Share in the Amount of $211,442.55.

BACKGROUND: 

 

Red Carpet Properties, Inc. owns the property identified as 711 W. Glen Avenue (the “Property”) within the City of Peoria. Red Carpet Properties, Inc. The Property has a large stormwater drainage improvement underneath private property but connecting public infrastructure.  The stormwater improvement needs replaced and it is in the best interests of the City to have the infrastructure placed both in the public right of way and in a public easement. Council approved the agreement defining the scope and responsibilities of the parties jointly undertaking the construction of new stormwater drainage improvements on the Property in Council Item 20-068.

 

The Glen Ave. and Sheridan Rd Culvert Project was advertised, and bids were opened on July 24, 2020 with three bidders submitting. An alternate was included for the work under the building. The bids received are as follows:

Due the agreement, some of the items are City only items, some are property owner only items, and some are split 50%-50% between the City and the property owner. The City will hold the contract, will pay the pay estimates, and will invoice the Property Owner for their share of the cost. The estimated construction cost for the City including contingency is $223,103.65.

J.C. Dillon is a local business that has successfully performed work for the City in the past. The 2019 Annual Drainage Repair Contract with 2020 extension is a project with similar work. On the Annual Drainage Repair Contract, through pay period ending July 1, 2020, the company utilized 22.6% minority (18% goal) and 0.25% female (3% goal) workforce. No subcontractors were reported.

 

The Good Faith Efforts documentation submitted by J.C. Dillon were reviewed and approved by the Chief Diversity & Inclusion Officer. The contractor will utilize the following subcontractors: 7.6% MBE for trucking and 5.7% MBE for concrete pipe material for a total 13.3% MBE (10% goal) and 0% WBE’s (5% goal). The contractor will make a good faith effort to reach the 18% minority workforce utilization and 3% female workforce utilization on the project.

 

FINANCIAL IMPACT:  The project will be funded with stormwater utility funds. The City’s cost including contingency is $223,103.65. The property owner’s cost including contingency is $211,442.55 per the Agreement approved in Council Item 20-068.

 

NEIGHBORHOOD CONCERNS:  This project will construct new storm sewer in the right of way or permanent easements that will carry the flow of Dry Run creek.
