Communication from the City Manager and Community Development Department Director with a Request to RECEIVE and FILE a PRESENTATION by IDG ARCHITECTS Related to the MacArthur Corridor Plan, the South Village Implementation Plan, Future Plan for the Western Avenue Corridor and Development Scenario for the Southern Gateway.

BACKGROUND:  On July 10, 2019, the City Council approved the selection of IDG Architects as the successful respondent to a request for proposals for Architectural Services related to the MacArthur Corridor Plan, the South Village Implementation Plan, Future Plan for the Western Avenue Corridor and Development Scenario for the Southern Gateway.

 

On July 16, 2019, IDG Architects were introduced to the Community at the first of a series of Community meetings hosted by Council Members Moore and Riggenbach, facilitated by the Illinois Housing Development Authority (IHDA) and the City’s Community Development Department. The focus of these meetings was to present results of the Community Needs Assessment to the neighborhood for feedback.  IHDA will return again in the fall to present results of a related Housing Needs Assessment.  The Community and Housing Needs Assessment will become part of a Community Revitalization Strategy scheduled to be completed in the spring. The corridor and implementation plans created by IDG will be included in the revitalization strategy.

 

On August 7, and again on August 17, IDG presented their draft plans to the community for feedback. The final presentation is presented to the City Council August 27, 2019, with this request to receive and file.

 

In spring of 2020, the Community Revitalization Strategy, which will include the final plans created by IDG for the Southside, will be presented to the City Council with a request to adopt the strategy as an amendment to the City’s Comprehensive Plan.

 

FINANCIAL IMPACT:  On April 23, 2019, the City Council approved use of funds from the South Village TIF and Eagle View TIF fund balances in Council Item no. 19-121 to pay for Architectural Services related to the MacArthur Corridor Plan, the South Village Implementation Plan, Future Plan for the Western Avenue Corridor and Development Scenario for the Southern Gateway.

 

NEIGHBORHOOD CONCERNS:  Neighborhood input received from Community surveys and meetings designed to obtain resident and other stakeholder input is incorporated into all of the plan proposals described in this memorandum.

                     

IMPACT IF APPROVED: A presentation by IDG Architects related to the MacArthur Corridor Plan, the South Village Implementation Plan, Future Plan for the Western Avenue Corridor and Development Scenario for the Southern Gateway will be received and filed.

 

IMPACT IF DENIED:  A presentation by IDG Architects related to the MacArthur Corridor Plan, the South Village Implementation Plan, Future Plan for the Western Avenue Corridor and Development Scenario for the Southern Gateway will not be received and filed.
