Body

BACKGROUND:  Inspections of storm sewers and culverts identified the culvert segment under Glen Avenue near the Red Carpet Car Wash and Spotted Cow Restaurant to be in poor condition. This project will replace the 5-foot wide by 6-foot tall culvert under Glen Avenue that ties into the recently relocated 6-foot diameter culvert near the Red Carpet Car Wash Property. The culvert being replaced under Glen Avenue was originally built in the 1930s.

 

The plans and specifications were prepared by Crawford, Murphy & Tilly (CMT). The Advertisement for Bids for this project was published in the Peoria Journal Star and on the City’s website. Public Works opened Bids on March 23, 2023, with three bids received.

J.C. Dillon, Inc. is a local business that has successfully performed work for the city in the past.

 

The subcontractor utilization statement submitted by J.C. Dillon proposes that the company will be utilizing the following:

                     MBE subcontractor: Kerry Brown Trucking for trucking 5.75% of the total contract amount The City’s MBE goal is 10%.

                     WBE subcontractor: JD Traffic for Traffic Control 4.43% of the total contract amount The City’s WBE goal is 5%.

 

On a past project STORM DRAINAGE REPAIR ANNUAL CONTRACT 2022, the contractor’s minority and female workforce utilizations were 29.60% minority (18% goal) and 0% women (3% goal).

 

Documentation was reviewed and approved by the Chief Diversity and Inclusion Officer.

 

 

FINANCIAL IMPACT:  The project is funded through the Community Investment Plan Project Culvert Improvements - Dry Run Creek at Glen and Sheridan and project number O2204.

 

NEIGHBORHOOD CONCERNS:  Maintaining flow of Tributary C to Dry Run Creek through this culvert is essential to reduce the risk of damage to private property and to maintain traffic flow on Glen Avenue.

                     

IMPACT IF APPROVED: The contract will be awarded, and the culvert replacement will be constructed. 

 

IMPACT IF DENIED:  The Contract will not be awarded, and the culvert will continue to deteriorate. Costs for the replacement will continue to increase.
