ACTION REQUESTED: 

Title

Communication from the City Manager and Director of Public Works with a Request for Approval of the Following Items:

 

A.                     AUTHORIZE the PUBLIC WORKS DIRECTOR to Enter Into a LEASE AGREEMENT with COMMERCE BANK for the Installation of an ATM Within the Right of Way on Madison Avenue near Hamilton Boulevard; and

 

B.                     APPROVE CHANGE ORDER #1 to the 2018 SIDEWALK PARTICIPATION CONTRACT with ILLINOIS CIVIL CONTRACTORS, INC. in the Amount of $100,000.00, for a Total Budget Amount of $530,000.00 for this Construction Project (Ref. #18-104); and

 

C.                     ADOPT an ORDINANCE AMENDING the CITY of PEORIA 2018-2019 BIENNIAL BUDGET Relating to the 2018 CAPITAL FUND to Increase the 2018 Sidewalk Participation Program by $100,000.00 and to Recognize the Corresponding REIMBURSEMENT from COMMERCE BANK.

 

Body

BACKGROUND:  On April 24, 2018 under Item No. 18-104, City Council awarded the contract for the 2018 Sidewalk Participation Program to the low bidder, Illinois Civil Contractors, Inc. for the total amount of $430,000.  Commerce Bank approached the city requesting the installation of an ATM near the west corner of the intersection of Northeast Madison Avenue and Hamilton Boulevard. The city-owned parking lot on this corner of has 7 parking spots on Madison.  Through discussions, the parties propose to install the Commerce Bank ATM in these parking spots, through construction of a drive-through lane and the ATM facility, itself. 

 

Public Works staff proposes to use the 2018 Sidewalk Participation Contract, with its competitive unit pricing, to accommodate this proposed work. Commerce Bank has agreed to reimburse the City of Peoria for this work through a lease agreement process. 

 

Street trees will be re-installed, where possible, as a part of the project.

 

The Good Faith Efforts documentation of Illinois Civil Contractors Inc. was reviewed and approved for the 2018 Sidewalk Participation Project. They are utilizing an MBE to provide trucking services and a WBE to provide landscaping and traffic control work. They have committed to meeting the 18% minority hours and 3% female hours on the contract, and staff is confident they will continue that commitment to this project. 

 

City staff will provide construction engineering and inspection coordination on the project. 

 

FINANCIAL IMPACT:  The Budget Amendment will add $100,000 to the Capital Project, which will be reimbursed by Commerce Bank.

 

NEIGHBORHOOD CONCERNS:  N/A

                     

IMPACT IF APPROVED:  Commerce Bank will succeed with the installation of an ATM for its customers on the city’s right-of-way by utilizing the city’s contractor.  The city will be reimbursed for the construction costs through an agreement with the bank. 

 

IMPACT IF DENIED:  The proposed installation will not proceed.

 

ALTERNATIVES:  As Council directs.
