Communication from City Manager and Interim Director of Public Works with a Request for the City Manager to Execute an AGREEMENT with the ILLINOIS DEPARTMENT OF TRANSPORTATION, in the Amount of $23,000.00, plus Contingency, for the City’s Participation in Resurfacing and Patching Costs Associated with the Improvements of KNOXVILLE AVENUE (IL ROUTE 40), from Fayette Street to Main Street (Resurfacing) and Main Street to S.W. Adams Street (Patching). (Council District 1)

BACKGROUND: 

The State (IDOT), in order to facilitate the free flow of traffic and ensure safety to the motoring and pedestrian public, is desirous of improving approximately 0.78 miles of William Kumpf Boulevard, Perry Avenue, and Glendale Avenue [FAP Route 404 (IL Route 40), State Section (63-1)RS;(43-1)124)PP, CITY Section 19-00380-88-RS] by milling, patching, and resurfacing Illinois Route 40 from Fayette Street to SW Adams Street, by modernizing traffic signals at the IL Route 40 intersections with Hamilton Boulevard, Main Street, and SW Adams Street, constructing ADA ramps, concrete curb and gutter, sidewalks, adjusting existing manholes, water valves, and inlets, and by performing all work necessary to complete the improvement in accordance with the approved plans and specifications. The City is desirous of said improvements in that same will be of immediate benefit to the motoring and pedestrian public and permanent in nature.

 

IDOT has agreed to make the surveys, prepare plans and specifications, receive bids and award the contract, furnish engineering inspection during construction, and cause the improvement to be built in accordance with plans, specifications and contract. They have also agreed to pay for all right-of-way, construction and engineering costs, including the cost of railroad adjustments, subject to reimbursement by the City, as stipulated.

 

There are two areas of costs where the City provides partial funding for this project. Please note that all costs are estimated. The City will be responsible for actual costs up to the estimated amounts, except for traffic signal amounts, which may total up to 125% of the estimated amount.

 

                     10% of traffic signal improvements totaling $9,775 at the City-owned signals at Knoxville/Glendale(@ Main); Knoxville/Perry(@ Main); Knoxville/Perry(@ Hamilton); Knoxville/Kumpf(@ Adams); and Knoxville/Kumpf(@ MLK).

                     50% of the parking lane improvements totaling $13,225.

 

The total cost of IDOT’s project is estimated at $1,189,100. Federal funding will provide $889,680 (74.819%) and State funding will provide $280,246 (23.567%). The remaining $23,000 (1.934%) is the City’s responsibility.

 

FINANCIAL IMPACT:  Funds for the City share of traffic signal improvements of $9,775 and parking lane resurfacing improvements of $13,225 are available in the 2019 Community Investment Plan.

 

NEIGHBORHOOD CONCERNS:  The section of roadway in the urban core of the City is in need of repair.

                     

IMPACT IF APPROVED: The IDOT project can proceed on schedule with all planned components included.

 

IMPACT IF DENIED:  The IDOT project may be delayed, or the project may be awarded without including the necessary, subject work.
