Communication from the City Manager and Interim Director of Public Works with a Request to APPROVE a JOINT AGREEMENT with the ILLINOIS DEPARTMENT OF TRANSPORTATION for a Project to MODERNIZE THE TRAFFIC SIGNAL MANAGEMENT SYSTEM Throughout the City of Peoria.

BACKGROUND: The City of Peoria and the Illinois Department of Transportation (IDOT) currently share two traffic signal management systems, which control a majority of the traffic signals within Peoria County, which include City, IDOT and Peoria County traffic signals. In the City, one system controls the downtown signals, while the second system controls the remaining signals. These are closed loop controller systems, which were state of the art when they were installed in the mid-1990s. After more than 20 years these control systems have become obsolete, are difficult to maintain, and may become unsupported by the manufactures. Since City Electricians maintain these systems, for all the jurisdictions, the maintenance difficulty of the old equipment affects City staffing and makes our operation less efficient.
In order to keep the traffic signals running efficiently and ensure the safety of the motoring public, the traffic signal management system in the City needs to be upgraded. This upgrade will include installing a new, state of the art, traffic signal management system for nearly all traffic signals in Peoria County, housed in the City’s Dries Lane facility, installing individual traffic signal equipment as needed, running fiber optic cable where needed, installing CCTV cameras and other necessary improvements.
This project will be led by IDOT staff and go through the State bidding process, with an estimated completion in November 2019. The project will be constructed by a qualified contractor and will involve coordination with City staff. The project will be partially funded (80%) by State Intelligent Transportation System (ITS) funds. The remaining 20% local match will be shared per the existing maintenance agreements between the City and IDOT, at the percentages of ownership of the intersections.
This agreement was originally addressed in 2018 (Council Item 18-364). In this agreement the total project was estimated at $1,032,815, of which the City share is estimated at $147,430. However, IDOT has since put this item out for bid and then rejected the bids due to high bid prices. They separated the work into two portions and rebid the fiber optic and camera work. This new bid as addressed Joint Agreement as approved in Council Item 18-364 has a City portion of $117,869, instead of the originally estimated $147,430.
This Communication is to execute a second Joint agreement to address the remainder of the work to complete the upgrade of the Traffic Signal Management System. The work addressed in this agreement will entail installing new traffic signal system software, controllers and cabinets at various intersections, per the attached agreement. The City’s portion of the new agreement is estimated at $100,283. Per the agreement, participation towards the project shall not exceed 125% of the estimated construction and engineering cost.
Combining the two agreements the entire project is estimated at $1,436,400, with a City share estimated at $218,152. This amount is within the budget allocated for this project.
FINANCIAL IMPACT: The City’s portion of the local match for this project has been incorporated in the 2017 and 2019 Community Investment Plan for Traffic Signal Management System Upgrade.
NEIGHBORHOOD CONCERNS: It is in the best interest of the Citizens of Peoria to have a safe and efficient traffic signal system.
IMPACT IF APPROVED: The City will pay for its portion of the local match for the upgrade for the traffic signal management system.
IMPACT IF DENIED: The City will not pay for its share of the local match for the project. IDOT will have to evaluate whether it will upgrade its portion of the system, which includes intersections jointly shared with the City.
