Communication from the City Manager and Director of Public Works with a Request to ACCEPT the LOW BID of ILLINOIS CIVIL CONTRACTORS, INC., in the Amount of $273,047.00, and APPROVE a CONTRACT for the BUCKTHORN WAY RECONSTRUCTION, with an Additional Authorization of $27,304.70 (10%) for Contingencies, for a Total Award of $300,051.70. (Council District 5)

BACKGROUND: Buckthorn Way is a residential street in dire need of reconstruction due to poor road condition, with a Pavement Condition Index (PCI) of 38. This project is a one-block concrete roadway reconstruction project. The project also includes a complete streets concept with new sidewalks, ADA ramps and curb and gutter. Construction is schedule to be complete by August 12, 2022.
Hermann & Associates, LLC prepared the plans and specifications. Public Works received bids on March 22, 2022, with five bidders submitting.

The Engineer’s estimate for the project is $440,055.00
Illinois Civil Contractors (ICCI) is a local business that has successfully performed work for the City many times in the past.
The subcontractor utilization statement submitted by prime contractor Illinois Civil Contractors Inc., demonstrates that the company will be utilizing the following WBE subcontractors: CJL Landscaping for top soil and sodding services equaling 4% of the total contract amount; Searle Trucking for trucking services equaling 1.29% of the total contract amount. The total WBE percentage is 5.29%; the goal is 5%. The subcontractor utilization statement further indicates that ICCI will be utilizing the following MBE subcontractors: Millennia Professional Services for layout and QC/QA services totaling 6.69% of the total contract amount; Kerry Brown for trucking services equaling 3.85% of the total contract amount. The total MBE percentage is 10.54%; the goal is 10%. Participation goals are met. Documentation is hereby reviewed and approved by the Chief Diversity and Inclusion Officer, Equal Opportunity Office.
They have successfully met the workforce utilization on the recent Eugenie Avenue Reconstruction project utilizing 19.7% minority (18% goal) and 2.5% women (3% goal). Staff will monitor and make sure a Good faith Effort is made to reach these goals.
FINANCIAL IMPACT: The Project will be funded through Project #R2113/R2216 from the Roadway Infrastructure Projects identified in the Community Investment plan.
NEIGHBORHOOD CONCERNS: Well-maintained infrastructure is a benefit to all neighborhoods.
IMPACT IF APPROVED: Buckthorn Way will continue on schedule to be reconstructed in 2022.
IMPACT IF DENIED: The contract will not be awarded, and Buckthorn Way will not be reconstructed in 2022.
