BACKGROUND:  The Public Works Operations Division is responsible for road maintenance. Every year, Public Works purchases on average $50,000 worth of cold mix material during the cold months when the asphalt plants are closed.  Public Works staff has received a quote from KM International, of North Branch, Michigan, for an asphalt recycler with a tandem axle trailer mounted with a scissor hoist dump at 2 tons per hour capacity, a 700,000 BTU diesel fuel heated 898CC Kubota diesel powered engine and a 75 gallon fuel tank.  The quote includes delivery and on-site staff training. 

 

The purchase of this equipment would allow us to produce our own hot mix year around, for potholing.  On average Public Works purchases 360 tons of cold mix at $140/ton and with this machine we will be able to produce our own with recycled material for $25/ton.  This will save approximately $40,000 a year in material and also allow Public Works to place a longer lasting material. 

 

The State of Illinois Tollway purchasing contract is #13-0052R for asphalt repair equipment. 

 

FINANCIAL IMPACT:  Funding for this project is in the Public Works operating account for Heavy Equipment.

 

NEIGHBORHOOD CONCERNS:  Citizens depend upon timely road maintenance.

                     

IMPACT IF APPROVED: The City of Peoria will have equipment to produce its own recycled hot mix for use in filling pot holes.

 

IMPACT IF DENIED:  The City will continue to use its current method for obtaining recycled asphalt material.
