Communication from the City Manager and Director of Public Works with a Request to ACCEPT the LOW BID of OTTO BAUM COMPANY and Award the Construction CONTRACT, in the Amount of $1,102,776.12 plus 10% Contingency, for a Total Contract of $1,213,053.73 for the FOLKERS AVENUE RECONSTRUCTION PROJECT (WEST LATROBE STREET TO WEST FREMONT STREET). (Council District 1)

BACKGROUND:
The Public Works Department has received numerous complaints of flooding issues on the section of Folkers Avenue, in front of Trewyn Middle School. The Public Works’ engineers have investigated the issues and found that the roadway does not have adequate storm drainage features to convey storm flows to appropriate places to alleviate the flooding. Students at Trewyn School typically must walk through a flooded path between the pavement and the nearby sidewalk to access the school site. Engineers provided solutions to these storm water issues and this Folkers Avenue Reconstruction will present a prime opportunity to also address an area within the Combined Sewer Overflow district of the Darst sewer shed.
Green infrastructure will be incorporated in parking areas to begin drawing the storm waters into permeable paver and rock-reservoirs. This will allow greater infiltration of storm waters into the underlying sandy soils and assist with keeping storm water out of the combined sewer system. The existing asphalt pavement will be removed as well and replaced with a City adopted pavement structure.
Staff held a Public Meeting in February at Trewyn Middle School to solicit feedback about infrastructure elements from the citizens who use this roadway in a daily manner.
Complete streets elements on this project will include the following:
• Narrow the driving lanes from 12 feet wide to 10 feet wide, each for slower, more controlled driving
• Install/upgrade sidewalks on both side of Folkers Avenue
• Install Speed Table to mitigate speeds at Humboldt & Folkers
• Install All-Way stop condition at Folkers and Humbolt, at the pedestrians’ primary crossing point to the school
• Create Curbline Bumpouts on Folkers at Latrobe (all 3 corners), Humboldt (2 corners and a side), and the northern leg of Fremont (2 corners and a side), this creates shorter pedestrian crossings for safety
• Create visual distinction between driving and parking lanes (i.e. pavement for driving lanes, permeable pavers for parking lanes)
• Install curb along the south side of Latrobe Street to keep vehicles off the sidewalks and protect students and pedestrians
• Plant shade and dwarf trees to provide heat island mitigation in areas where pedestrians/students gather
• Construct planters to block vehicles from improperly accessing sidewalk areas
• Install pedestrian-scale, ornamental lighting systems along the route, using similar lights as those recently installed in the East Bluff, along Wisconsin Avenue
• Install pedestrian furniture (benches and trash receptacles)
The Folkers Avenue Reconstruction Project was designed by Terra Engineering, a Women Business Enterprise. It was advertised and bids were opened on April 13, 2017 with four (4) bidders received as follows:

The Good Faith Efforts documentation submitted by Otto Baum Company has been reviewed and approved by the Equal Opportunity Manager. The company will be utilizing three Minority Business Enterprises to provide quality control/quality assurance, construction staking/layout, trucking and electrical supplies. These services equal 10.0% of the total contract amount. Additionally, four Women Business Enterprises will provide landscaping, tree removal, pavers, traffic control and pavement striping services equal to 16.98% of the total contract amount.
This project includes a Project Labor Agreement (PLA) between the City and the local trades. The PLA increases the minority hours on the project from 18% to 28% with an incentive for the Prime Contractor to hire additional minority workers for up to 50% of the hours worked on the job. The Project Labor Agreement is a pilot on this project to increase the minority employment on City projects.

NEIGHBORHOOD CONCERNS: Staff sent notices to all the nearby residents for a Public Meeting held on February 22nd at Trewyn School as well as discussing elements of concern with Peoria Public Schools.
IMPACT IF APPROVED: Staff can proceed with issuing construction contracts to initiate the 2017 Community Investment Plan’s Folkers Avenue Reconstruction.
IMPACT IF DENIED: The project will not be constructed this year.
