Communication from the City Manager and Interim Director of Public Works with a Request to ACCEPT the Low Bid of J.C. DILLON, INC. and Award a Construction CONTRACT in an Amount Not to Exceed $520,000.00, from the Base Bid of $145,186.38, for the ANNUAL STORM SEWER REPAIR CONTRACT - 2019. (All Council Districts)

BACKGROUND:  The Annual Storm Sewer Repair Contract eliminates delays experienced waiting for design, bidding, letting and Council approval of individual contracts for each storm sewer repair project. Additionally, this contract provides the opportunity for Public Works to improve efficiency and responsiveness.

 

Repairs performed under this contract will be designed “in the field” and paid based on the time and materials bid.

 

An advertisement for bids was published on January 16th and 17th, 2019. Bids were received on February 7th, 2019 with four bidders submitting. The results are shown below:

The base bid represented quantities we would expect to see on a single project and covers typical pay items we expect to see throughout the contract.

 

J.C. Dillon, Inc. is a local business that has successfully performed work for the City in the past.

The scope of work to be performed on this project varies from location to location and is based on time and material.  As a result, Dillon cannot project how much subcontract work will be available.  However, in 2016 J.C. Dillon performed this work with 19.2% minority workforce hours and 3.5% female work hours. 

 

FINANCIAL IMPACT:  This project is budgeted in project # N1901 of the 2019 Community Investment Plan.

 

NEIGHBORHOOD CONCERNS:  Storm sewer failures are a safety risk to the public.

                     

IMPACT IF APPROVED: City drainage infrastructure will be repaired.

 

IMPACT IF DENIED:  City drainage infrastructure will not be repaired.
